The tasks connected with the use of distance courses are analyzed, and also the systematization of functions on management of educational process is presented. Within the framework of the remote courses management system, three levels were identified: the developer-teacher, the curriculum administrator and the initiator of the application of remote subjects at the University. The complex of questions which is solved at the average level of management is considered. The motivations of the development of distance education in the Institute, which concern not only teachers and students, but also the Institute as a whole, are determined. Three stages of introduction of distance technologies are described: the stage of training within professional development of teachers, the stage of development of intra-University courses and the stage of development of open online courses. Among the features of the application of distance learning technologies for full-time education is a model of mixed or hybrid learning.

Проанализированы задачи, связанные с использованием дистанционных курсов, а также представлена систематизация функций по управлению учебным процессом. В рамках системы управления дистанционными курсами выделены три уровня: разработчика-преподавателя, администратора учебных планов и инициатора применения дистанционных дисциплин в университете. Рассмотрен комплекс вопросов, который решается на среднем уровне управления. Определены мотивации развития дистанционного образования в институте, которые касаются не только преподавателей и студентов, но и института в целом. Описаны три этапа внедрения дистанционных технологий: этап обучения в рамках повышения квалификации преподавателей, этап освоения и разработки внутриуниверситетских курсов и этап разработки открытых онлайн-курсов. Среди особенностей применения дистанционных технологий для очного образования выделена модель смешанного или гибридного обучения.
