Данная работа представляет собой изучение теоретических аспектов кластерной политики, анализ методов, применяющихся для оценки ее влияния на развитие региона и проведение анализа оценки влияния кластера на социально-экономическое развитие региона на примере Арктической зоны РФ. В теоретической части проведен обзор теорий кластеров, определено понятие и сущность кластера, проанализирован международный и отечественный опыт использования кластерной политики, определены основные задачи формирования кластеров. В аналитической части работы проведен анализ методов и подходов, применяемых для оценки эффективности кластерной политики. Практическая часть работы представляет анализ социально-экономического развития территорий Арктической зоны РФ и оценка влияния кластера на социально-экономическое развитие Арктической зоны РФ на примере судостроительного кластера Архангельской области.

This work is a study of the theoretical aspects of cluster policy, the analysis methods used to assess its impact on the development of the region, and cluster analysis evaluating the impact of the socio-economic development of the region as an example of the Arctic zone of the Russian Federation. In the theoretical part of a review of the cluster theory, we defined the concept and essence of the cluster analyzed international and domestic experience in the use of cluster policy, the basic problem of cluster formation. In the analytical part of the paper analyzes the methods and approaches used to assess the effectiveness of cluster policy. The practical part of the work is the analysis of socio-economic development of the Arctic zone of the Russian Federation and the assessment of the impact of the cluster on the socio-economic development of the Arctic zone of the Russian Federation on the example of the shipbuilding cluster of the Arkhangelsk region.
