This work is done on the example of Arctic mining of municipalities Vorkuta and Canada. This comparison is invited to perform on the basis of modeling techniques, using ADL-model. For this purpose, 9 exogenous (influencing) 1 and endogenous (dependent) variables describing the geo-economic development strategy has been studied mining industry in Canada and Vorkuta and their concept of development, then, based on that information were chosen. Then with the help of these indicators it has been a model for the mining industry in Canada and Vorkuta. This method allowed us to identify particular strategies for each of the studied regions and compare them for further development of the concept of development of the mining industry Vorkuta based on the experience of Canada. The concept of development of the mining industry Municipality Vorkuta was built by road mapping.
