Объектом исследования являются процессы миграции в Российской Федерации. Целью выпускной квалификационной работы является разработка предложений по совершенствованию государственной миграционной политики. На основании анализа теоретических и организационных основ миграционных процессов была раскрыта природа миграции населения, изучены подходы к определению понятия миграции, определены её виды и способы классификации, определено значение миграции для общества, описаны причины и последствия миграции. Изучены и классифицированы основные показатели миграции населения, приведено подробное их описание и представлены способы расчета. Исследована система нормативно-правовых актов, регулирующих вопросы миграции на международном уровне и на уровне РФ. На основании анализа нормативно-правовых актов, регулирующих сферу миграции, и анализа научной и научно-методической литературы в области миграции дано описание системы органов власти, осуществляющих государственное регулирование миграционных процессов. Определены полномочия конкретных органов власти в части вопросов миграции, составлены схемы органов регулирования миграционных процессов на различных уровнях. Приведена характеристика современного состояния внешней и внутренней миграции в РФ на основе анализа показателей миграции. Автором был разработан механизм привлечения мигрантов на территории субъекта РФ на основании профессий. Механизм включает в себя перечень востребованных на территории конкретного региона профессий и систему льгот для внутренних и внешних мигрантов, переехавших в регион и устроившихся на работы по данным профессиям.

The object of research is the migration processes in the Russian Federation. The purpose of the final qualifying work is to develop proposals for improving the state migration policy. Based on the analysis of the theoretical and organizational foundations of migration processes, the nature of migration has been revealed, approaches to the definition of migration have been studied, its types and methods of classification have been defined, the significance of migration for society has been determined, the causes and consequences of migration have been described. The main indicators of population migration were studied and classified, their detailed description was given, and calculation methods were presented. The system of normative legal acts regulating migration issues at the international level and at the level of the Russian Federation has been studied. Based on the analysis of legal acts regulating the sphere of migration, and the analysis of scientific and scientific-methodical literature in the field of migration, a description is given of the system of authorities exercising state regulation of migration processes. The powers of specific authorities in terms of migration issues have been determined, and diagrams have been drawn up for migration authorities at various levels. The characteristic of the current state of external and internal migration in the Russian Federation based on the analysis of migration indicators is given. The author has developed a mechanism for attracting migrants in the territory of the subject of the Russian Federation on the basis of professions. The mechanism includes a list of professions in demand in the territory of a particular region and a system of benefits for internal and external migrants who have moved to the region and have found jobs for these professions.
