На основе архивных документов исследована история создания и функционирование Ленинградского регионального отделения Всесоюзного общества культурной связи с заграницей (ЛО ВОКС). Описаны события во внешней и внутренней политике СССР, которые послужили предпосылками его создания. Анализируются такие вопросы, как утверждение штатов отделения, предоставление ему помещения, финансирование и структурная подчиненность организации. Подробно рассмотрены: основные направления деятельности ЛО ВОКС и влияние на нее политических решений партийного руководства страны; результаты работы, проведенной отделением в 1954–1955 гг.; проблемы, возникавшие в ходе функционирования ЛО ВОКС, и способы их решения. Выявлено значение начального этапа деятельности отделения для его дальнейшей работы с прибывающими в Ленинград иностранцами.

The paper deals with the creation and functioning of the Leningrad regional department of the All-Union Society for Cultural Relations with Foreign countries (LO VOKS) on the basis of the Russian archival documents. Events in the external and internal policy of the USSR which were the reason for the creation of the Leningrad branch of VOKS are described in detail. We present the procedure for the approval of the state, the provision of premises and implementation of financing, the structural subordination of the organization and the order of interaction with the leaders of VOKS in Moscow and the party leaders in Leningrad. A detailed review of the main activities and results of the work was carried out for the examined period of the society’s existence. The impact of the political decisions made by the party leaders on the activity of LO VOKS has been discussed. The article deals with the problems that arose in the course of operation of the Leningrad VOKS, and how they were solved. The author attempts to analyze how the activity of the LO VOKS affected the interactions with foreigners in Leningrad in the future.
