Актуальность выпускной квалификационной работы заключается в том, что современная роль федеративного устройства может быть связана как с решением национального вопроса, так и с задачами консолидации нации или с поисками децентрализации управления, с путями более приемлего размежевания полномочий центра и мест. Кроме того, речь идет о политической организации территории, значит, нельзя игнорировать и географические факторы. При этом политические предпосылки являются наиболее значимыми, так как складываются в сфере отношений, связанных с реализацией государственной власти и процессом выработки коллективных решений в интересах общества в целом. Объектом исследования являются Унии и Конфедерации как формы межгосударственного устройства. Предметом исследования являются становление и развитие исторических и современных Уний и Конфедераций, условия их зарождения, различные концепции государственности и модели государств в целом. Излагаются современные подходы к выявлению признаков объединений государств через категорию интеграции. Целью настоящей работы является изучение Уний и Конфедераций в современной правовой системе, изучение динамики эволюции форм государственного устройства с тем, чтобы понять её значение для современного общества. Задачами работы является: обзор эволюции форм государственного устройства; выявление причин возникновения исторических и современных Уний и Конфедераций, их особенностей; анализ политико-правовых перспектив форм государственного устройства.

Relevance of final qualification work is that the modern role of the federal device can be connected both with the solution of an ethnic question, and with tasks of consolidation of the nation or with searches of decentralization of management, with ways of more priyemly delimitation of powers of the center and places. Besides, it is about the political organization of the territory, so it is impossible to ignore also geographical factors. At the same time political prerequisites are the most significant as develop in the sphere of the relations connected with implementation of the government and process of development of collective decisions for the benefit of society in general. Object of a research are Unions and Confederations as a form of the interstate device. Object of research are formation and development of historical and modern Unions and Confederations, conditions of their origin. various concepts of statehood and model of the states in general.Modern approaches to identification of signs of associations of the states through category of integration are stated.The purpose of this work is studying of Unions and Confederations in a modern system of law, studying of dynamics of evolution of forms of government to understand its value for modern society.Tasks works of work is: overview of evolution of forms of government; identification of origins of historical and modern Unions and Confederations, their features; analysis of political and legal prospects of forms of government.
