Данная работа посвящена разработке предложений по совершенствованию Правил землепользования и застройки в Санкт-Петербурге. Разработка предложений по совершенствованию Правил выполнена на базе рассмотрения теоретических аспектов Правил землепользования и застройки, а также анализа их реализации. Данный анализ выполнен в двух аспектах: статистический анализ реализации Правил, а также правовой анализ реализации Правил. Кроме того, в работе выделены не конкретизированные аспекты Правил. Совершенствование Правил землепользования и застройки выполнено на базе выделенных методов совершенствования Правил.

The work is devoted to the development of proposals on improvement of Rules of land use and development in St. Petersburg. Development of proposals on improvement of the Rules made on the basis of the discussion of the theoretical aspects of the Rules of land use and development, as well as analysis of their implementation. This analysis is performed in two aspects: the statistical analysis of the implementation of the Rules and legal analysis of the implementation of the Rules. In addition, the paper identifies not fleshed out aspects of the Rules. Improvement of Rules of land use and development are made on the basis of selected methods for improving the Rules.
