Целью данной выпускной работы бакалавра является проведение технико-экономического обоснования необходимости внедрения автоматизированных информационных систем учета электроэнергии на розничном рынке, а также рассмотрение основных принципов и направлений создания, внедрения и развития таких систем (на примере Ленинградской области и АО «Ленинградская областная электросетевая компания»). Для достижения цели в работе рассмотрена история формирования системы рынков электроэнергии и мощности в России, принципы и основы функционирования розничного рынка и ценообразования на нем на основе существующих нормативно-правовых актов, также рассмотрены принципы и способы автоматизации учета электрической энергии, оценен эффект от внедрения систем автоматизированного учета. Определены проблемы развития автоматизации учета на уровне региональных розничных электроэнергетических рынков, сформулированы обоснованные причины для развития данного направления.

The purpose of this final work of bachelor is the feasibility study of the necessity of the introduction of automation information systems of electricity accounting at the retail market, also it is the consideration of the main principles and directions of design, introduction and development of such systems (on the example of the Leningrad region and JSC “Leningradskaya oblastnaya elektrosetevaya companiya”). The story of the formation of power markets in Russia, retail market's principles and foundation of the functioning and the pricing bases, principles and possible ways of the automated electricity accounting are considered in this work for the purpose's reach. An effect, reached by the introduction of such systems, is assessed. Besides that, development problems of automation on the region scale in the retail sphere and causes of the evolution in this direction are identified, formulated and justified in the text.
