St. Petersburg city, as the second largest city in Russia and one of the most beautiful cities in Europe, is gradually entering into a critical environmental problem as many other mega cities in other countries. Dealing with huge volumes of municipal waste every day and relying only on relatively old management system ring the bells of danger for decision makers and authorities in this city. Although environmental protection regulations are updating day by day and new revisions are promising, no big achievement has been reported in amending the waste management system. Hence, it seems essential to evaluate the system, extract the practical data, focus on the improving opportunities and design a new substituting model to overcome the problem. In this thesis, the importance of waste pollutions are introduced and a general comparison is provided to show the developments in the neighboring countries e.g. Finland and Estonia. These two countries have been chosen as firstly, they are going forward strictly along with the European waste management regulations and secondly, they have both soil and water borders with Russia, especially in the vicinity of St. Petersburg.
