Объектом магистерской диссертации является нефтегазодобывающее предприятие АО «Самотлорнефтегаз». Целью магистерской диссертации является разработка системы бюджетирования на предприятии. На основе анализа системы планирования и бюджетирования предприятия были выделены основные проблемы сбалансированного развития и обеспечения текущей деятельности. Были разработаны меры для рационального и эффективного хозяйствования и взаимосвязи между уровнем финансирования предприятия и результатами его деятельности, своевременной корректировкой, гибкостью и ориентированностью на деятельность предприятия. Для оценки эффективности разработанного проекта использованы альтернативные методики: прогноз, бальная или экспертная оценка. Реализация проекта совершенствования финансового планирования и бюджетирования позволит регулировать процесс формирования ключевых ценностей предприятия в условиях жесткой конкуренции и внешней нестабильности.

The object of the master's thesis is the oil and gas producing enterprise of JSC «Samotlorneftegaz». The purpose of the master's thesis is to develop a budgeting system for the enterprise. Based on the analysis of the system of planning and budgeting of the enterprise, the main problems of balanced development and maintenance of current activities were identified. Measures were developed for the rational and effective management and the relationship between the level of financing of the enterprise and the results of its activities, timely adjustment, flexibility and focus on the activities of the enterprise. To assess the effectiveness of the developed project, alternative methods were used: forecast, grade or expert assessment. The implementation of the project to improve financial planning and budgeting will make it possible to regulate the process of the formation of key values of an enterprise in the face of fierce competition and external instability.
