Объектом исследования является Государственное бюджетное учреждение Краснодарского края «Управление ветеринарии Туапсинского района». Целью выпускной квалификационной работы является анализ государственного регулирования и системы планирования государственных закупок в бюджетных учреждениях. Актуальность темы заключается в том, что госзакупки включают в себя деятельность всех государственных учреждений, а так же любых предприятий с государственным участием, а это на сегодня не менее половины всего ВВП страны. Кроме того, понятие Закупки включает в себя все виды расходов, кроме заработной платы, отчислений в фонды социального страхования и налогов. Регулируется вся деятельность, связанная с государственными закупками двумя федеральными законами № 44-ФЗ и 223-ФЗ, при этом, 44 федеральный закон регулирует госзакупки, производимые за счет бюджетных средств, а 223-ФЗ – за счет собственных средств предприятий и учреждений. Специфика бюджетных учреждений заключается в том, что в структуре их доходов есть оба источника (и бюджетные и внебюджетные), а следовательно, в своей закупочной деятельности они руководствуются обоими законами. Кроме того, при закупках по 223-ФЗ бюджетные учреждения должны опираться на собственные положения о закупках. На основе анализа финансового состояния «Управления ветеринарии Туапсинского района» был предложен проект инновационного развития учреждения. Общий ожидаемый эффект от внедрения предлагаемого проекта составил более 1,4 млн. рублей в год. Часть из предложений удалось довести до включения в бюджет учреждения. Сделаны расчеты-обоснования потребности в закупках «Управления ветеринарии Туапсинского района» определенных товаров, работ и услуг на текущий финансовый год и плановый период 2020 – 2021 годов. Сформирован план закупок учреждения на 2019 – 2021 годы.
The object of the research is the Public Institution of Krasnodar Territory "The Tuapse Area Veterinary Administration ". The purpose of the final qualifying work is the analysis of state regulation and the system of public procurement planning in public sector institutions. The pertinence of the theme lies in the fact that state procurement includes the activities of all government agencies, as well as any enterprises with state participation, and to date this is half of the country's total GDP. In addition, the concept of Procurement includes all types of expenses, except for wages, social security funds and taxes. All activities related to government procurement are governed by the two federal laws No. 44-FL and 223-FL, аt the same time, the 44- FL regulates state procurement made at the expense of budget funds, and 223-FL - at the expense of own funds of enterprises and institutions. The specific character of public sector institutions lies in the fact that there are both sources (budgetary and extra budgetary) in the structure of their income, and therefore, they are guided by both laws in their procurement activities. Moreover, in the procurement under 223-FL budgetary institutions must rely on their own procurement regulations. Further, in procurement under 23-FL public institutions must rely on their own procurement regulations. Based on the analysis of the financial condition of “The Tuapse Area Veterinary Administration”, an innovative development project for the institution has been proposed. An overall expected effect from the implementation of the proposed project totals more than 1.4 million rubles per year. Some of the proposals could be brought to the inclusion in the budget of the institution. Feasibility studies have been conducted with a view of the need of “The Tuapse Area Veterinary Administration “ in procurement of certain commodities, works and services for the current fiscal year and 2020 – 2021 plan period. The procurement plan of the institution for 2019–2021 has been developed.
