Объектом исследования выступает государственная поликлиника, внедряющая в работу принципы бережливого производства. Предмет исследования – система мониторинга эффективности внедрения модели бережливого производства. В качестве методов выполненного исследования использовались анализ, моделирование, синтез, наблюдение, измерение, сравнение. Цель работы – Разработка системы мониторинга эффективности внедрения в деятельность организации модели бережливого производства. В работе представлена типовая модель поликлиники. Проведен анализ возможности использования и адаптации модели бережливого производства в типовой поликлинике. Выявлены проблемы при внедрении инструментов бережливого производства в медицинские организации амбулаторного звена. Определена необходимость пересмотра показателей эффективности медицинских организаций. Разработана система мониторинга, позволяющая оценивать эффективность внедрения модели бережливого производства. Произведена апробация разработанной системы на примере действующей поликлиники. Даны рекомендации по внедрению разработанной системы. Результаты выпускной квалификационной работы актуальны в сфере здравоохранения, в первую очередь, и применимы для других сфер оказания услуг, внедряющих принципы бережливости. Исследование внедрения технологий повышения качества в организации и разработка соответствующих систем мониторинга в долгосрочной перспективе способствуют эффективному распределению ресурсов и получению максимальных результатов, а также позволяют открыть новые возможности и методы управления. Использование разработанной системы мониторинга позволяет не только осуществить переход на принципы бережливости, но и является неотъемлемой частью мониторинга внедряемых изменений в целях устойчивого развития организации здравоохранения. Полученный опыт использования может стать прикладным и адаптироваться в других организациях амбулаторного звена, что будет способствовать масштабированию концепции непрерывного улучшения качества организаций здравоохранения и благотворно скажется на здоровье населения.

The object of the study is a state clinic that implements the principles of lean manufacturing. The subject of the study is a system for monitoring the effectiveness of the implementation of the lean manufacturing model. As methods of the study used analysis, modeling, synthesis, observation, measurement, comparison. Purpose of work – to develop a system for monitoring the effectiveness of the implementation of the lean manufacturing model in the organization. The work presents a typical model of the clinic. The analysis of the possibility of using and adapting the lean manufacturing model in a typical clinic is carried out. Problems were identified in the implementation of lean manufacturing tools in medical organizations of outpatient care. The need for revising the performance indicators of medical organizations is determined. A monitoring system has been developed to assess the effectiveness of the implementation of the lean manufacturing model. The developed system was tested on the example of an existing clinic. Recommendations on the implementation of the developed system are given. The results of the final qualification work are relevant in the field of healthcare in the first place, since it is planned to make the transition to the lean principles not only for outpatient organizations, but also for organizations providing specialized care in inpatient settings. However, the results obtained are applicable to other areas of service provision. The study of the introduction of quality improvement technologies in the organization and the development of appropriate monitoring sys- tems in the long term contribute to the efficient allocation of resources and maximum results, as well as open up new opportunities and management methods. The results of the final qualification work are relevant in the field of healthcare in the first place and are applicable to other areas of service provision.
