Целью выпускной работы является разработка методики по определению затрат на локализацию и ликвидацию последствий аварии в целях планирования мероприятий согласно Постановлению Правительства Российской Федерации № 2451 на опасном производственном объекте. Предметом исследования является планирование мероприятий по локализации и ликвидации разливов нефти. При решении поставленных в работе задач использовались следующие методы исследования: методы формальной логики, аппроксимации, математического и графического моделирования. В результате проведенных исследований, были разработаны мероприятия по предупреждению и ликвидации разлива нефти на опасном производственном объекте, а также разработана методика оценки финансовых затрат на работы по локализации и ликвидации разлива нефти и алгоритм выбора способа финансового обеспечения. Результатом данной работы являются оформленные в таблицах расчеты поражающих факторов для оборудования опасного производственного объекта, состав сил и средств для локализации и ликвидации аварии, методика оценки финансовых затрат на работ по локализации и ликвидации разлива нефти и алгоритм выбора способа финансового обеспечения.

The purpose of the graduate work is to develop a methodology for determining the costs of localization and elimination of consequences in order to plan measures in accordance with the Decree of the Government of the Russian Federation № 2451 at a hazardous production facility. The subject of the research is the planning of measures for the containment and elimination of oil spills. To solve tasks, which were set on the research, the following research methods were used: methods of formal logic, approximation, mathematical and graphic modeling. As a result of the research, were developed measures to prevent and implement an oil spill at a hazardous production facility, as well as a methodology for assessing financial costs for localizing and implementing an oil spill and an algorithm for choosing a method of financial assuring. The result of this work is the calculations of the damaging factors for the equipment of a hazardous production facility indicated in the tables, the preparation of funds for the localization and elimination of accidents, the methodology for assessing the financial costs of oil localization services and the algorithm for choosing the method of financial assuring.
