Тема выпускной квалификационной работы: «Разработка комплекса мер, направленных на развитие гражданского и патриотического воспитания молодежи». Данная работа посвящена разработке рекомендаций, направленных на совершенствование системы гражданского и патриотического воспитания молодежи на основе комплексного анализа. Задачи, которые решались в ходе исследования: 1. Исследование деятельности субъектов РФ, проектных инструментов, алгоритма взаимодействия органов ГМУ с образовательными учреждениями СПО в области гражданского и патриотического воспитания; 2. Выявление проблем и недостатков алгоритма взаимодействия органов ГМУ образовательными учреждениями СПО; 3. Разработка комплекс мер, направленных на совершенствование взаимодействия органов государственной власти с образовательными учреждениями. Анализ алгоритма взаимодействия органов ГМУ с образовательными учреждениями СПО проведен на примере ГАПОУ ЛО «Всеволожский агропромышленный техникум»: результаты мониторинга нагрузки образовательного учреждения. В рамках усовершенствования алгоритма взаимодействия автор, предлагает создать центр координации и мониторинга гражданского и патриотического воспитания. Были проведены расчеты, показывающие этапы реализации проекта. Первоначальная себестоимость для запуска системы составляет 9 932 374 рублей. На основании проведенного анализа деятельности ЛО, можно выделить, что существующие центры преследуют цели популяризации патриотической деятельности и проведение мероприятий. Меры, которые представляет автор носят организационный характер. Региональный центр выступит в качестве единого информационного банка при функционировании онлайн-мониторинга. Кроме того, совершенствование законодательства РФ в рамках включение пункта о регламентации выполнения образовательным учреждением сдачи отчета о проведении мероприятия повлечет структуризацию деятельности и снизит нагрузку на образовательные учреждения.

This work is devoted to the development of recommendations aimed at improving the system of civic and patriotic education of young people based on a comprehensive analysis. Tasks that were solved during the study: 1. Research of the activities of the constituent entities of the Russian Federation, design tools, the algorithm of interaction of the bodies of the State Medical University with educational institutions of secondary vocational education in the field of civic and patriotic education; 2. Identification of problems and shortcomings of the algorithm of interaction between the bodies of the State Medical University by educational institutions of the secondary vocational education; 3. Development of a set of measures aimed at improving the interaction of public authorities with educational institutions. The analysis of the algorithm of interaction between the bodies of the State Medical University and educational institutions of secondary vocational education was carried out on the example of the State Educational Institution of Education «Vsevolozhsk Agroindustrial College»: the results of monitoring the load of an educational institution. As part of improving the interaction algorithm, the author proposes to create a center for coordination and monitoring of civic and patriotic education. Calculations were made showing the stages of the project. The initial cost for launching the system is 9,932,374. Based on the analysis of the activities of the Leningrad Region, it can be noted that the existing centers pursue the goal of popularizing patriotic activities and holding events. The measures presented by the author are of an organizational nature. The regional center will act as a single information bank for online monitoring. In addition, the improvement of the legislation of the Russian Federation within the framework of the inclusion of a clause on the regulation of the implementation by an educational institution of the delivery of a report on the holding of an event will entail the structuring of activities and reduce the burden on educational institutions.
