Данная работа посвящена исследованию организаций и деятельности ВСНП и Федерального собрания с целью выявления сходств и различий между ними. В ходе исследования решались следующие задачи: 1. Рассмотреть, как проходят выборы во ВСНП и какие категории граждан становится делегатами в нем; 2. Исследовать порядок организации представительных органов власти в России на примере Государственной Думы и Совета Федерации; 3. Изучить закрепленные за ВСНП и Федеральным Собранием полномочия и их деятельность в ходе законодательного процесса; 4. Рассмотреть, как организуются и проводятся сессии ФС и ВСНП; 5. Установить сходства и различия представительных органов власти КНР и России на базе проведенного исследования, в отношении их организации и деятельности. Работа проводилась на базе действующих законодательств России и Китая, в том числе их Конституции, и нормативных документов, регулирующих организацию и деятельность ВСНП и ФС. Были проведен сравнительный анализ с целью выявления сходных и отличных характеристик данных органов власти. В результате было проведено тщательное исследование ВСНП и ФС, его палат Совета Федерации и Государственной Думы, порядка их формирования и полномочий, а также проведено их сравнение по данным характеристикам. На основе проделанной работы были выявлены различные сходства и различия данных органов власти, и был сделан вывод,  о том, что ВСНП обладает гораздо большей властью, чем ФС, и, как представительный орган власти, представляет больший спектр социальных групп.

The given work is devoted to studying of the organizations and activities of the NPC and the Federal Assembly to identify similarities and differences between them. The research set the following goals: 1. Consider how elections to the NPC are held and what categories of citizens become delegates to it; 2. Explore the procedure for organizing representative government bodies in Russia using the example of the State Duma and the Federation Council; 3. Study the powers assigned to the NPC and the Federal Assembly and their activities during the legislative process; 4. Consider how sessions of the FC and the NPC are organized and conducted; 5. To establish the similarities and differences between the representative authorities of the China and Russia based on the research conducted, in relation to their organization and activities. The work was carried out based on the current legislation of Russia and China, including their Constitution, and normative documents regulating the organization and activities of the National Peoples Congress and the Federal Assembly. A comparative analysis was carried out to identify similar and different characteristics of these authorities. As a result, a study of the NPC and the Federal Assembly, its chambers of the Federation Council and the State Duma, the procedure for their formation and powers was conducted, and they were compared according to these characteristics. Based on the work done, various similarities and differences between these authorities were identified, and it was concluded that the NPC has much more power than the Federal Assembly, and, as a representative body of government, represents a larger spectrum of social groups.
