Целью исследования являлось изучение возможности цифровых технологий для сохранения и развития культурного наследия коренных народов и разработать концепцию платформы для межрегионального взаимодействия, доступа к ресурсам и поддержки традиционной экономики. Исследование выполнялось на базе анализа цифровых решений для сохранения культурного наследия, сравнении международных практик и разработке модели платформы с применением современных ИТ-инструментов. Предмет ВКР – цифровая инфраструктура и процессы для сохранения культурного наследия коренных народов. Методы исследования включали общенаучные (контентный и сравнительный анализ, метод аналогий) и специализированные (системный анализ, проектное моделирование, кластеризация функций). Основные результаты исследования: - обоснована необходимость создания цифровой платформы для сохранения культурного наследия коренных народов Арктики; - разработана концептуальная модель платформы с четырьмя ключевыми модулями (культура, туризм, госуслуги, экономика); - выполнен предложена система цифровых сервисов, обеспечивающая доступ к культурным и административным ресурсам; Область применения результатов ВКР: результаты могут использоваться при создании цифровых решений для сохранения культурного наследия и поддержки коренных народов в регионах Российской Федерации. Научной новизной исследования является концепция цифровой экосистемы поддержки коренных народов Арктики, предложен системный подход к достижению целей с учётом межрегионального взаимодействия и цифровизации. Выводы. Задачи ВКР решены, цель достигнута, определена область применения результатов. Обоснованы перспективы и направления дальнейшего развития исследования. Полученные результаты обладают признаками научной новизны.

The purpose of the research is to explore the possibilities of digital technologies for the preservation and development of the cultural heritage of indigenous peoples and to develop a concept of a platform for interregional interaction, access to resources and support for the traditional economy. The study was carried out on the basis of an analysis of digital solutions for the preservation of cultural heritage, a comparison of international practices and the development of a platform model using modern IT tools. The subject of the thesis is digital infrastructure and processes for preserving the cultural heritage of indigenous peoples. Research methods: General scientific (content and comparative analysis, the method of analogies) and specialized (system analysis, design modeling, clustering of functions). The main results of the study: - the necessity of creating a digital platform for the preservation of the cultural heritage of the indigenous peoples of the Arctic is substantiated; - a conceptual model of the platform has been developed with four key modules (culture, tourism, public services, economics); - a digital service system has been proposed that provides access to cultural and administrative resources; Scope of results can be used to create digital solutions for the preservation of cultural heritage and support for indigenous peoples in the regions of the Russian Federation. The scientific novelty of research is the concept of a digital ecosystem supporting the indigenous peoples of the Arctic, a systematic approach to achieving goals is proposed, taking into account interregional interaction and digitalization. Conclusions. The tasks of the thesis have been solved, the goal has been achieved, the scope of the results has been determined. Prospects and directions for further development of the study are grounded. The results obtained have signs of scientific novelty.
