The increasing frequency of urban flooding poses a critical global challenge, yet cur-rent resilience models remain disproportionately focused on coastal cities facing sea-level rise. Inland regions with low-slope topography (gradients < 5%) face a distinct, under-researched threat: water stagnation. Consequently, this Master’s thesis aims to bridge this scientific gap by developing an Integrated Urban Resilience Model tailored for non-coastal, flat-terrain cities (Case Study: Yagoua, Cameroon). The research employs a mixed-method approach, synthesizing “Smart City” technologies with sus-tainable drainage principles, and utilizing SWMM 5.2 to simulate hydraulic performance under a 10-year design storm. The simulation results demonstrate that an engineered backbone with optimized roughness (n=0.015) successfully compensates for the lack of slope, thereby restoring flow velocities. Furthermore, the integration of an off-stream retention tank validated the potential for harvesting 3,400 m³ of water per event. The water balance analysis, however, indicated that grey infrastructure manages only 26% of the total runoff volume, leaving a residual 74% as surface excess. Ultimately, the thesis concludes that resilience in low-slope inland cities requires a hybrid paradigm where hard infrastructure provides the conveyance backbone, while Nature-Based Solutions are essential to manage residual volume.
