Целью бакалаврской работы является изучение государственного регулирования сферы физической культуры и спорта на примере федеральной целевой программы, выявление проблем в данной программе, а также разработка рекомендаций по совершенствованию государственного регулирования сферы физической культуры и спорта. Основная проблема заключается в несовершенстве существующей структуры комитетов по физической культуре и спорту на всей территории страны. После детального изучения данной проблемы были разработаны рекомендации по ее решению, такие как: внедрение системы оценки персонала по ключевым показателям эффективности, введение показателя распространения спортивных объектов, реализация механизма государственно-частного партнерства.

The aim of the bachelor work is to study the state regulation of the sphere of physical culture and sports based on the federal target program, identifying problems in this program, also is the development of recommendations on improvement of state regulation in the sphere of physical culture and sports. The main problem consist on the imperfection of the existing structure of committees for physical culture and sport throughout the country. After a detailed study of this problem have been developed recommendations for its decision, such as the introduction of the system of personnel evaluation of key performance indicators, the introduction of prevalence of sports facilities, the implementation of public-private partnership.
