Объектом исследования является сланцевая нефть. Целью работы является поиск путей эффективного развития проектов добычи нефти из сланцев в РФ в условиях, введенных в 2014 году США, странами ЕС и Великобританией санкций. В процессе работы использованы законодательные акты РФ, регламентирующие отношения в сфере недропользования, материалы Минприроды России, технические проекты, фондовые материалы Газпром нефти, Росгеологии, научная литература и другие источники информации. Были использованы следующие методы научного познания: анализ и синтез, обобщения полученных сведений, экономико-математические методы. На основе анализа текущей ситуации на глобальном нефтяном рынке, связанной со стремительным развитием индустрии сланцевой нефти в США, проанализированы проблемы и определены перспективы освоения сланцевой нефти в России. Проведен анализ проектов добычи нефти из сланцев. Дано определение сланцевой нефти, проведена сравнительная оценка существующих технологий ее добычи, обозначены основные проблемы. Исследованы методы оценки эффективности проектов освоения сланцевой нефти. Изучены методические принципы оценки экономической эффективности. Рассмотрена схема определения цены и потенциальной стоимости запасов сланцевой нефти в недрах. Определены критерии оценки экономической эффективности освоения нефти сланцевых формаций. Приведен пример оценки эффективности проектов освоения сланцевой нефти куонамской свиты Восточной Сибири при сложной экономической ситуации в стране.

The object of study is shale oil. The aim of the work is to find ways to effectively develop projects for oil production from shale in the Russian Federation under the conditions imposed in 2014 by the United States, EU countries and the UK sanctions. In the course of work, legislative acts of the Russian Federation regulating relations in the field of subsoil use, materials of the Ministry of Natural Resources of Russia, technical projects, stock materials of Gazprom neft, Rosgeologia, scientific literature and other sources of information were used: analysic and synthesis, generalizations of the received information, economics and mathematical methods. Based on an analysis of the current situation in the global oil market, associated with the rapid development of the shale oil industry in the United States, problems are analyzed and prospects for developing shale oil in Russia are identified. The analysis of oil shale projects. The definition of shale oil is given, a comparative assessment of existing technologies for its production is carried out, the main problems are identified. The methods of evaluating the effectiveness of projects for the development of shale oil are investigated. Studied methodological principles for assessing economic efficiency. The scheme of determining the price and the potential value of shale oil reserves in the depths. Criteria for assessing the economic efficiency of oil shale formations are defined. An example is given of evaluating the effectiveness of projects for the development of shale oil of the Kuanam Formation in Eastern Siberia in the context of the difficult economic situation in the countr.
