В данной работе изложена сущность механизма реализации регионального законодательства в области привлечения к административной ответственности на примере закона Санкт-Петербурга от 31.05.2010 № 273–70 «Об административных правонарушениях в Санкт-Петербурге». Проанализированы организационно-правовые основы деятельности органов исполнительной власти, отнесённые к их компетенции вопросы привлечения к ответственности. Результатом исследования выпускной квалифицированной работы являются предложения по совершенствованию положения закона Санкт-Петербурга от 31.05.2010 № 273–70 «Об административных правонарушениях в Санкт-Петербурге» в рамках изучения полномочий территориальных и отраслевых органов исполнительной власти Санкт-Петербурга, а также правоприменительной и судебной практики по привлечению к административной ответственности.
This paper outlines the essence of the mechanism of implementation of regional legislation in the field of bringing to administrative responsibility on the example of the law of St. Petersburg from 31.05.2010 № 273-70 "On administrative offenses in St. Petersburg". Analyzed the organizational and legal basis of the activities of executive authorities, referred to their competence the issues of bringing to responsibility. The result of the research of the graduate qualification work are proposals to improve the provisions of the law of St. Petersburg dated 31.05.2010 № 273-70 "On administrative offenses in St. Petersburg" in the framework of the study of the powers of territorial and sectoral executive bodies of St. Petersburg, as well as law enforcement and judicial practice on bringing to administrative responsibility.
