Целью данной работы является оценка эффективности инвестиционного проекта, реализуемого в рамках ГЧП при сотрудничестве компании частного сектора с государственным предприятием. Задачи исследования состоят в построении финансовой модели проекта, оценке его финансовой целесообразности и эффективности, расчете качественной оценки эффективности, оценки значимости проекта, анализе проекта с точки зрения ценности отношений между партнерами. Деятельность ФГУП «Росморпорт» является объектом исследования для данной выпускной квалификационной работы. Актуальность данной темы обусловлена тем, что развитие экономики страны всегда сопряжено с увеличением потребностей, что ведет к столкновению с ограничениями в реализации финансовой поддержки на федеральном (муниципальном) уровнях, в тоже время, реализация масштабных инвестиционных проектов позволяет эффективно распределить финансовые ресурсы и способствовать восполнению как дефицита регионального бюджета, так и уменьшению трансферта из федерального бюджета, привлекая к реализации проекта частный сектор. Для инновационного развития различных отраслей страны необходима корреляция усилий как органов власти, так и бизнеса, научно-исследовательских комплексов, институтов развития. Финансовый анализ ФГУП «Росморпорт», анализ и обработка данных были реализованы с помощью пакета MS Office (Excel), финансовая модель проекта ООО «НПК Морсвязьавтоматика» была построена с использованием программы AltInvest.

The purpose of this work is to assess the effectiveness of an investment project implemented within the framework of PPP in cooperation between a private sector company and a state enterprise. The activity of FSUE "Rosmorport" is the object of research for this final qualifying work. The relevance of this topic is due to the fact that the development of the countrys economy is always associated with an increase in needs, which leads to a collision with restrictions in the implementation of financial support at the federal (municipal) levels, at the same time, the implementation of large-scale investment projects allows you to effectively allocate financial resources and contribute to filling both the regional budget deficit and reducing the transfer from the federal budget. budget, involving the private sector in the implementation of the project. For the innovative development of various sectors of the country, it is necessary to correlate the efforts of both authorities and business, research complexes, development institutions. Financial analysis of FSUE "Rosmorport", data analysis and processing were implemented using the MS Office (Excel) package, the financial model of the project of LLC "NPC Morsvyazavtomatika" was built using the AltInvest program.
