Целью исследования является разработка инструмента для оценки инновационного и цифрового развития регионов России и исследование эффективности использования финансовых ресурсов, выделяемых правительством на эти цели. Для достижения цели исследования были решены следующие задачи: провести обзор литературы по теме инновационного развития территорий и оценку эффективности использования финансовых ресурсов; обосновать необходимость разработки оценки инновационного и цифрового развития территорий: разработать методологические принципы оценки, предложить структуру индекса, разработать модель оценки инновационного и цифрового развития регионов России и апробировать ее; проанализировать полученные результаты; оценить эффективность использования финансовых ресурсов, выделяемых правительством, в аспекте повышения уровня инновационного и цифрового развития регионов.

The goal of the research is to develop the tool for assessing the innovation and digital development of regions in Russia and investigating the effectiveness of using the financial resources allocated by the government for its purpose. To achieve the goal of the research the following objectives were solved: to make a literature review on the topic of innovation development of territories and assesment of effectiveness of using financial resources; to justify the necessity of developing the assessment of innovation and digital development of territories: develop methodological principles of assesment, propose a structure of the index, develop a model for assessing the innovation and digital development of regions in Russia, and test it; to analyze the obtained results; to measure the effectiveness of using the financial resources allocated by the government in the aspect of increasing the level of innovation and digital development of regions. The relevance of the topic is explained by the necessity to ensure the countrys innovative and digital development in the conditions of limited resources and other institutional organization of the economy. The sources of information were domestic and international research literature, official internet resources, and analytical agencies. The calculations are made with using STATA, R Studio, MS Excel. The main contribution of research is the suggestion of the tool, allowing measuring the innovation and digital development of territories and assessment of distribution the financial resources allocated by the government for its purpose.
