Regulation of the economic behavior fixes development priorities. Digital technologies require an increase in energy consumption, but they provide the opportunity for significant energy savings and, in general, noticeable resource conservation. Energy has over the past two decades been given a lower priority compared to the geopolitical objectives of developed countries to contain the growth of emerging global entities. ESG regulation was used as a tool of protectionism to maintain the advantages of developed countries that were actively pursuing the digital transformation of their economies simultaneously with the creation of green infrastructure. This article provides a systematic analysis of economic, political and socio-managerial factors leading to balanced production and consumption of electricity at the macroeconomic level in the context of digital transformation.
