Свободный доступ каждого человека к глобальным информационным сетям, развитие глобальных систем массовой информации радикальным образом меняют общественное представление о времени и пространстве. Это сказывается на структуре потребностей и мотивации поведения людей. В России остались еще предприятия третьего, четвертого и пятого технологических укладов. Формирование новой системы ценностей общества, изменение качества жизни его членов обусловливаются потребностями развития седьмого технологического уклада, основанного на сложном взаимодействии и координации когнитивных, физических и информационных технологий, нанотехнологиях, компьютерных и коммуникационных сетях, новых типах межличностных коммуникаций, социальных и геосоциальных сетей. Выдвинута гипотеза, что переход к седьмому технологическому укладу позволит реализовать модель устойчивого развития. Ее основные составляющие — инновационная экономика, смарт-общество и экология. Условия перехода к седьмому технологическому укладу обеспечивают реализацию этой модели и отражают высокий уровень внедрения смарт-технологий, экологической безопасности и ресурсосбережения, формирования нового общества со своей смарт-культурой.
