Предложенная экономико-математическая модель подразумевает необходимость аналитического нахождения пороговых значений числа нарушений налогового законодательства в каждом территориально-отраслевом комплексе и последующее их сравнение с фактическим уровнем налоговых нарушений в отобранной выборке налогоплательщиков и с эталонными характеристиками. Как показывают результаты моделирования, в строительном комплексе и сфере оптово-розничной торговли уровень налоговой дисциплины недостаточный, что предопределяет необходимость оптимизации контрольных процедур со стороны налоговых органов к данным комплексам. При этом следует учитывать, что в данных сферах особенно велика доля субъектов малого и среднего бизнеса, поэтому простым увеличением числа выездных налоговых проверок повысить уровень налоговой дисциплины будет невозможно. В связи с этим необходимо дальнейшее совершенствование аналитических процедур налогового контроля.
The proposed economic and mathematical model implies the need for analytical finding of threshold values of the number of violations of tax legislation in each territorial and sectoral complex and their subsequent comparison with the actual level of tax violations in the selected sample of taxpayers and with the reference characteristics. As the results of modeling show, in the construction complex and the sphere of wholesale and retail trade the level of taxation the new discipline is insufficient, which determines the need for optimization control procedures on the part of the tax authorities to these complexes. At it should be taken into account that in these areas is particularly large share of small and medium-sized businesses, so a simple increase in the number of on-site tax audits to increase the level of tax discipline will be impossible. In this regard, it is necessary to further improve the analytical procedures of tax control.
