Магистерская диссертация посвящена решению проблемы выбора профессиональной и квалифицированной подрядной организации при проведении тендеров на осуществление инвестиционно-строительных проектов. В работе был проведен анализ существующих отечественных и зарубежных методик выбора подрядчика. На основании исследования существующих методов и моделей была выявлена необходимость в создании универсальной методики, которая бы представляла собой набор критериев, прогнозирующих надежность подрядной организации. Путем выявления и формирования основных критериев выбора подрядчика, была разработана методика на основе расчета коэффициента уровня надежности подрядной организации. В работе показано, что с помощью предлагаемого подхода снижается уровень неопределенности при выборе подрядчика за счет использования сведений о надежности претендентов при проведении тендеров на строительство. Положительной особенностью разработанной методики является учет значимости каждого из критериев, определяющих надежность подрядчика в дальнейшем. Данный подход может найти применение в компаниях, осуществляющих инвестиционно-строительные проекты, а также обеспечить уверенность заказчиков в качественном выполнении работ и исполнении подрядчиком всех договорных обязательств.

The master thesis is devoted to solving the problem of choosing a professional and qualified contracting organization at tendering process for the implementation of investment and construction projects. In this work the analysis of the existing domestic and foreign techniques for selecting a contractor was conducted. Based on a research of existing methods and models the need for creation of a universal methodology which would represent a set of the criteria predicting reliability of the contracting organization was revealed. By identifying and forming the main criteria for selecting a contractor, a method was developed based on the calculation of the coefficient of the level of reliability of the contractor. In work it is shown that using the proposed approach reduces the level of uncertainty when choosing a contractor by using data about the reliability of applicants during the tenders for construction. Positive feature of the developed methodology is taking into account the significance of each of the criteria that determine the reliability of the contractor in the future. This approach can find application in the companies which are carrying out investment and construction projects and also to provide confidence of customers in high-quality performance of work and execution by the contractor of all contractual obligations.
