Объектом исследования является экономика мегаполиса, развивающегося в рамках концепции «Умный город». Целью выпускной квалификационной работы является выполнение оценки уровня цифровизации мегаполиса (на примере Санкт-Петербурга и Таллина). Предмет исследования - процессы цифровизации экономики мегаполиса, исследуемые для оценки её уровня в современных условиях. На основе анализа различных источников были определены теоретические основы цифровой экономики, выявлены некоторые существующие индексы цифровизации. Разобраны основные особенности реализации концепции «умный город», рассмотрены зарубежные и Российские примеры. Были выделены основные показатели и их компоненты для определения уровня цифровизации, выявлены этапы и разработан алгоритм проведения оценки цифровизации. Представлена итоговая методика проведения оценки уровня цифровизации. Рассчитаны показатели индекса цифровизации для Санкт-Петербурга, Таллина и Москвы. Произведён анализ полученных результатов, выявлена необходимость повышения значения показателя Городское управление, повышения привлекательности общественного транспорта, создание налоговых льгот для высокотехнологичных предприятий.

The object of the research is the economy of a megacity developing within the framework of the “Smart City” concept. The aim of the final qualifying work is to fulfill the assessment of the level of digitalization of the megalopolis (using examples of St. Petersburg and Tallinn). The subject of research is the processes of digitalization of the economy of a megacity, which are studied to assess its level in modern conditions. Based on the analysis of various sources, the theoretical foundations of the digital economy were identified, and some existing digitalization indices were analyzed. The main features of the implementation of the concept of "smart city" are analyzed, and foreign and Russian examples are considered. The main indicators and their components for determining the level of digitalization were identified, the stages of analysis were stated and the algorithm for conducting the assessment of digitalization was developed. The final methodology for assessing the level of digitalization was presented. Indices of digitalization index for St. Petersburg, Tallinn and Moscow were calculated. The analysis of the results obtained, the need to increase the value of the City management indicator, increasing the attractiveness of public transport, the creation of tax incentives for high-tech enterprises.
