Объектом исследования является взаимодействие Федеральной таможенной службы и бизнес-сообщества. Целью выпускной квалификационной работы является анализ управленческой деятельности государства в сфере таможенного регулирования взаимодействия Федеральной таможенной службы и бизнеса по вопросу определения страны происхождения и разработка решения по выявленной в ходе анализа проблемы. На основе анализа взаимодействия государственных органов власти и представителей бизнес-сообщества были выявлены недостатки системы определения страны происхождения, влияющей в сою очередь на процесс импортозамещения. Был разработан проект государственной подпрограммы в рамках федеральной целевой программы «Фарма 2020», направленной на предоставление льготных условий импортерам, желающим получить подтверждение российского происхождения производимых товаров путем повышения уровня локализации на территории Россий-ской Федерации. Были разработаны, в том числе, положения, составляющие основу нормативной документации для реализации программы. Уточнены меры предоставления льгот импортерам на практике, а также эффект (индикаторы), достижение которого станет показателем успешности реализации подпрограммы. Разработан алгоритм взаимодействия ФТС, как представителя государственной власти, и ТПП РФ, как представителя интересов бизнес-сообщества.

The object of the study is the interaction of the Federal Customs Service and the business community. The purpose of the final qualifying work is to analyze the state management activities in the field of customs regulation of the interaction of the Federal Customs Service and business on the issue of determining the country of origin and developing a solution to the problem identified during the analysis. Based on the analysis of the interaction of state authorities and representatives of the business community, the shortcomings of the system of determining the country of origin, which influences the import substitu-tion process, were identified. A draft state subprogram was developed within the framework of the federal target program «Pharma 2020», aimed at providing preferential conditions to importers who wish to receive confirmation of the Russian origin of the goods produced by increasing the level of localization in the Russian Federation. Among other things, provisions have been developed that form the basis of the regulatory documentation for the implementation of the program. The measures for granting privileges to importers in practice, as well as the effect (indicators), the achievement of which will be an indicator of the success of the implementation of the subprogramme, have been clar-ified. The algorithm has been developed for the interaction of the FCS, as a representative of state power, and the RF CCI, as a representative of the interests of the business community.
