Тема выпускной квалификационной работы: «Совершенствование государственного регулирования классификации товаров по товарной номенклатуре внешнеэкономической деятельности ЕАЭС в таможенных целях». Актуальность темы обуславливается тем, что возрастает числом случаев судебной практики между таможенными органами и участниками внешнеэкономической деятельности, связанных со спорами по классификации товаров по ТН ВЭД ЕАЭС. В связи с этим целью является изучение и выявление проблем классификации кодов товаров и разработка предложений по совершенствованию ТН ВЭД. Объектом исследования –Товарная номенклатура внешнеэкономической деятельности. Предметом – проблемы классификации товаров по ТН ВЭД. Основными задачами –изучение теоретических аспектов ТН ВЭД, выделение основных проблем и ошибок, ознакомление с материалами судебных практик и решений экспертов. Задачами данной работы является изучение основных теоретических аспектов ТН ВЭД ЕАЭС, а так же рассмотреть судебные практики по спорным вопросам и выявить проблемы классификации кода. Для обоснования теоретических положений использовались методы статистического, сравнительного анализа; научного наблюдения и обобщения. ТНВЭД ЕАЭС является важным инструментом в государственном регулировании внешнеэкономической деятельности, а также имеет большое значение при декларировании товаров, перемещаемых через таможенную границу, разработке тарифной системы, квотировании, лицензировании, валютном контроле и т.д. Поэтому важно, не допускать ошибки при классификации товаров, которые в последствие приводят к судебным разбирательствам.

Topic of the final qualifying work: " Improving the state regulation of the classification of goods according to the commodity nomenclature of the EAEU's foreign economic activity for customs purposes". The relevance of the topic is determined by the fact that the number of cases of judicial practice between customs authorities and participants in foreign economic activity related to disputes on the classification of goods according to the EAEA FEA CN is increasing. The object of the study is the Commodity Nomenclature of Foreign Economic Activity. The subject is the problems of classification of goods according to the HS. The main tasks are the study of the theoretical aspects of the HS, the identification of the main problems and errors, familiarization with the materials of judicial practices and expert decisions. The objectives of this work is to study the main theoretical aspects of the HS of the EAEU, as well as to review judicial practices on controversial issues and identify problems of code classification. To substantiate the theoretical principles used methods of statistical, comparative analysis; scientific observation and generalization. The EAEC NIEC is an important tool in the state regulation of foreign economic activity, and is also of great importance in declaring goods transported across the customs border, developing a tariff system, quotas, licensing, currency control, etc. Therefore, it is important not to make mistakes in the classification of goods, which subsequently lead to litigation.
