Тема выпускной квалификационной работы: «Оценка влияния способа закупки на инвестиционно-строительный проект». Данная работа посвящена оценке влияния способа закупок, в частности контракта жизненного цикла, на реализацию инвестиционно-строительных проектов. Целью исследования являлось определение оптимального для реализации инвестиционно-строительного проекта способа закупок. Объектом исследования являлась реализация инвестиционно-строительного проекта, Предметом - влияние способа закупок. Задачи, которые были поставлены: - рассмотреть состояние строительной отрасли и развитие подрядных торгов в Российской Федерации; - исследовать опыт организации и проведения торгов и разработать основные принципы процедуры закупок; - разработать алгоритм выбора строительного подрядчика государственных и муниципальных учреждений. В процессе исследования были использованы метод анализа и оценки реализации и управления реализацией ИСП. Практическая значимость диссертационной работы состоит в возможности уменьшить количество ошибок в составлении и реализации конкурсной документации, повысить экономию средств государственных и муниципальных учреждений в связи с грамотным подходом к выбору подрядной организации. В результате исследования был проработан список критериев по отбору исполнителей контрактов; был определен оптимальный механизм закупок – контракт жизненного цикла. Проведение данного исследования натолкнуло на следующие выводы: - контракты жизненного цикла в РФ и в Европе – фактически сильно различаются; - в РФ существует ряд проблем для полноценной работы механизма контрактов жизненного цикла; - в РФ необходимо рассмотреть подход к КЖЦ, как к отдельному виду закупок. Таким образом, без серьезной переработки принципов КЖЦ, а также разработки нормативно-правовой базы в полной мере использовать этот механизм невозможно.

Graduation thesis topic: «Study of the procurement process impact on investment construction projects». The impact of the procurement process, notably life cycle contracts, on the investment construction projects implementation has been investigated. Research goal is to determine the optimal purchasing mechanism for the implementation of an investment construction project. Study object is the implementation of the investment and construction project, study subject is the impact of the procurement mechanism. Research tasks are: - to consider the condition of the construction industry and the contract tendering development in the Russian Federation; - to examine experience in organization and implementation of tenders and to develop the fundamental principles of the procurement procedure; - to develop the algorithm of construction contractors selection for governmental and municipal institutions. The results have been obtained with the method of analysis and evaluation of the management and operation in investment construction projects. Practical significance of the study is in the opportunity to decrease the number of mistakes in drafting and implementation of tender documentation, to save funds of governmental and municipal institutions due to the correct approach to the choice of a contractor. As an outcome of this study the set of contractors selection criteria was developed; the optimal procurement procedure was elaborated - this is a life cycle contract. Summary of study findings: - life cycle contacts in the Russian Federation de facto are significantly different from ones in Europe; - there is a number of issues for the realization of life cycle contracts in the Russian Federation; - it is essential that in the Russian Federation is to be developed approach, when life cycle contracts are considered as a stand-alone type of procurement. Therefore, without the extensive re-work of life cycle contracts principles, coupled with a legal framework, this is impossible to make the most of this procedure.
