Исследование посвящено определению способов передачи положительного международного опыта развитых стран для выявления дальнейшего направления развития национальных инновационных систем (НИС) развивающихся стран. В рамках исследования выявлены механизмы развития НИС развитых стран и факторов их конкурентоспособности, произведен анализ особенностей и ключевых проблем инновационного развития развивающихся стран. Сформирована модель внедрения систем развития НИС США, Германии и Сингапура в системы Российской Федерации, Бразилии, Филиппин, и разработаны соответствующие рекомендации. Методическим основанием данного исследования выступают экономико-статистический и сравнительный анализ, прогнозное моделирование, эконометрический и логический метод обработки информации для разработки рекомендаций. Рассмотрены теоретические основы исследования национальных инновационных систем, проведен сравнительный анализ инновационных систем развитых и развивающихся стран, разработана модель применения инновационного международного опыта США, Германии и Сингапура на Россию, Бразилию и Филиппины и рассмотрены перспективные направления развития последних.

The study is devoted to identifying ways of transferring the positive international experience of developed countries to determine the further direction of the development of national innovation systems (NIS) of developing countries. The research identifies the mechanisms of development of NIS in developed countries and factors of their competitiveness, analyzes the characteristics and key problems of innovative development of developing countries. A model for the implementation of the development systems of the US, Germany and Singapore in the systems of the Russian Federation, Brazil, the Philippines has been formed, and the corresponding recommendations have been identified. The methodological basis of this study is the economic, statistical and comparative analysis, predictive modeling, econometric and logical method of information processing for the development of recommendations. The theoretical foundations of the study of national innovation systems are considered, a comparative analysis of the innovative systems of developed and developing countries is carried out, a model of application of the innovative international experience of the USA, Germany and Singapore to Russia, Brazil and the Philippines is developed, and promising directions of development of the latter are considered.
