Тема выпускной квалификационной работы: «Совершенствование механизмов реализации социальных и избирательных прав инвалидов». Данная работа посвящена исследованию социальной защиты прав инвалидов и их избирательных прав. Задачи, которые решались в ходе исследования: 1. Рассмотреть сущность и механизм реализации социальных прав инвалидов. 2. Изучить особенности обеспечения реализации избирательных прав граждан РФ, являющихся инвалидами, при проведении выборов в РФ. 3. Выявить проблемы реализации государственных проектов поддержки инвалидов. 4. Провести анализ обеспечения прав избирателей, являющихся инвалидами (на примере выборов в Государственную Думу, региональные и муниципальные выборы 17-19 сентября 2021 года, проводимых в Санкт-Петербурге). 5. Разработать практические рекомендации по совершенствованию механизмов реализации социальных и избирательных прав инвалидов в РФ (на примере города федерального значения Санкт-Петербург). 6. Обосновать социально-экономическую эффективность разработанных практических рекомендаций. Работа проведена на базе Администрации Калининского района Санкт-Петербурга, где собиралась значительная часть материала по особенностям социальной поддержки инвалидов, реализации их социальных прав. Была проанализирована работа избирательных участков города на предмет изучения полноты обеспечения прав избирателей, являющихся инвалидами (на примере выборов в Государственную Думу, региональные и муниципальные выборы 17-19 сентября 2021 года). В результате было проанализировано обеспечение прав избирателей, являющихся инвалидами. Разработаны и обоснованы практические рекомендации по совершенствованию механизмов реализации социальных и избирательных прав инвалидов в Санкт-Петербурге.

The theme of the final qualifying work: "Improving the mechanisms for the implementation of social and electoral rights of disabled people". This work is devoted to the study of social protection of the rights of persons with disabilities and their electoral rights. Tasks that were solved during the study: 1. Consider the essence and mechanism of the implementation of the social rights of persons with disabilities. 2. To study the peculiarities of ensuring the implementation of the electoral rights of citizens of the Russian Federation who are disabled during elections in the Russian Federation. 3. To identify the problems of implementation of state projects to support people with disabilities. 4. Conduct an analysis of ensuring the rights of disabled voters (using the example of the elections to the State Duma, regional and municipal elections on September 17-19, 2021, held in St. Petersburg). 5. To develop practical recommendations for improving the mechanisms for the implementation of social and electoral rights of disabled people in the Russian Federation (on the example of the federal city of St. Petersburg). 6. Justify the socio-economic efficiency of the developed practical recommendations. The work was carried out on the basis of the Administration of the Kalininsky district of St. Petersburg, where a significant part of the material was collected on the features of social support for disabled people, the implementation of their social rights. The work of the city's polling stations was analyzed in order to study the completeness of ensuring the rights of voters with disabilities (using the example of elections to the State Duma, regional and municipal elections on September 17-19, 2021). As a result, the provision of the rights of disabled voters was analyzed. Practical recommendations for improving the mechanisms for the implementation of social and electoral rights of persons with disabilities in St. Petersburg have been developed and substantiated.
