Как показывает мировая практика, использование кластерного подхода в экономиках развитых стран в значительной мере способствует повышению их устойчивости и конкурентоспособности. Кластерная концепция стала новым инструментом развития экономик ведущих стран, что обуславливает актуальность темы исследования. В диссертации рассматриваются вопросы разработки системы управления инновационно-промышленным кластером в экономике Китая. В качестве объекта исследования рассматривается инновационно-промышленный кластер. Предмет исследования – организационно-экономические отношения, возникающие в процессе разработки системы управления инновационно-промышленным кластером. Границы исследования установлены применительно к рынку электронной техники Китая и шанхайской группе разработчиков и изготовителей интегральных микросхем. Цель исследования – разработка системы управления инновационно-промышленным кластером в экономике Китая на примере Шанхайского кластера интегральных микросхем. Основные полученные результаты: уточнены тенденции и разработана классификация факторов, способствующих кластеризации в промышленности в условиях современной экономики, проведен анализ состояния и развития инновационных промышленных кластеров в России, Китае и за рубежом, разработан подход, этапы и усовершенствован алгоритм оценки цифрового потенциала инновационно-промышленного кластера, проведена оценка эффективности разработанного варианта системы управления инновационно-промышленного кластера на примере Шанхайского промышленного кластера интегральных микросхем.

As world practice shows, the use of the cluster approach in the economies of developed countries greatly contributes to increasing their sustainability and competitiveness. The cluster concept has become a new tool for the development of the economies of the leading countries, which determines the relevance of the research topic.The dissertation deals with the development of a management system for an innovation-industrial cluster in the Chinese economy. An innovation-industrial cluster is considered as an object of research. The subject of the study is the organizational and economic relations that arise in the process of developing a management system for an innovation-industrial cluster. The boundaries of the study are set in relation to the Chinese electronics market and the Shanghai group of developers and manufacturers of integrated circuits.The purpose of the study is to develop a management system for an innovation-industrial cluster in the Chinese economy on the example of the Shanghai cluster of integrated circuits. The main results obtained: trends were clarified and a classification of factors contributing to clustering in industry in the conditions of the modern economy was developed; an analysis of the state and development of innovative industrial clusters in Russia, China and abroad was carried out; an assessment of the effectiveness of the developed version of the control system of the innovation-industrial cluster was carried out using the example of the Shanghai industrial cluster of integrated circuits.
