Тема работы: Анализ и совершенствование функционирования особых экономических зон на территории Мурманской области. Предмет исследования: существующая система работы Территории Опережающего Социального-Экономического Развития «Кировск», Территории Опережающего Развития «Столица Арктики», Арктической Зона Российской Федерации, нормативно-правовая база, регулирующая их работу и инвестиционные проекты в рамках этих территорий.Цель исследования: предложить пути совершенствования текущей системы Территорий Опережающего Социально-Экономического Развития и Арктической зоны Российской Федерации. В рамках работы рассмотрены основные понятия, исследованы нормативно-правовая база, по большей части основанная на двух федеральных законах, и рассмотрен зарубежный опыт, преимущественно Китайский, по использованию схожих экономических зон.В разделе, посвящённом анализу текущей ситуации и выявлению проблем, были рассмотрены различные показатели, отражающие результаты функционирования изучаемых территорий. Исследовав полученные данные, а также изучив порядок выполнения существующего законодательства, были выявлены три проблемы, завязанные на невыполнении требования Федерального закона, а также неактуальности одной из двух территорий опережающего развития. В качестве предложенных решения были разработаны проекты нормативно-правовых актов, позволяющие устранить выявленные проблемы. Также был составлен список показателей, с конкретными индикаторами, на основе которого можно проводить оценку эффективности функционирования режимов. Основные выводы, сделанные в ходе работы – важность своевременной оценки работы созданного объекта. Ведь при регулярном анализе эффективности и достижения поставленным целей, появляется возможность своевременно выявлять отклонения и принимать меры по их устранению. Результаты работы можно использовать в рамках оптимизации функционирования территорий со льготными налоговыми условиями на территории Мурманской области.

Topic of the work: Analysis and improvement of the functioning of special economic zones in the Murmansk region.Subject of research: the existing system of work of the Territory of Advanced Social and Economic Development «Kirovsk», the Territory of Advanced Development "Capital of the Arctic", the Arctic Zone of the Russian Federation, the regulatory framework governing their work and investment projects within these territories.The purpose of the study: to propose ways to improve the current system of Territories of Advanced Socio-Economic Development and the Arctic zone of the Russian Federation.Within the framework of the work, the basic concepts are considered, the regulatory framework, for the most part based on two federal laws, is investigated, and foreign experience, mainly Chinese, on the use of similar economic zones is considered.In the section devoted to the analysis of the current situation and identification of problems, various indicators reflecting the results of the functioning of the studied territories were considered. Having examined the data obtained, as well as having studied the procedure for implementing existing legislation, three problems were identified tied to non-compliance with the requirements of the Federal Law, as well as the irrelevance of one of the two territories of advanced development.As proposed solutions, draft regulatory legal acts were developed to eliminate the identified problems. A list of indicators was also compiled, with specific indicators, on the basis of which it is possible to assess the effectiveness of the functioning of the regimes.The main conclusions made during the work are the importance of timely assessment of the work of the created object. After all, with regular analysis of the effectiveness and achievement of goals, it becomes possible to identify deviations in a timely manner and take measures to eliminate them.The results of the work can be used as part of optimizing the functioning of territories with preferential tax conditions in the Murmansk Region.
