Тема выпускной квалификационной работы: «Проект организации конкурса грантов для поддержки молодых ученых в формате Blue Sky Research». Данная работа посвящена разработке проекта организации конкурса грантов в формате Blue Sky Research для поддержки и финансирования высокорисковых исследований молодых ученых. Задачи, которые решались в ходе исследования: Проведен анализ особенностей формата Blue Sky Research; Выполнен анализ процесса проведения конкурса; Построены IDEF0 и BPMN диаграммы процесса проведения конкурса; Получены результаты 1 и 2 этапов конкурса; Определена команда проекта и составлен график реализации; Проведены финансово-экономический анализ проекта и анализ рисков. Работа проведена на основе Фонда поддержки инноваций и молодежных инициатив Санкт-Петербурга, по инициативе которого проводится конкурс. В результате работы был описан процесс организации конкурса грантов в формате Blue Sky Research для поддержки и финансирования высокорисковых исследований молодых ученых. В программных продуктах Ramus Educational и BizAgi Process Modeler были построены IDEF0и BPMN диаграммы процесса проведения конкурса. Получены результаты и выявлены победители 1 и 2 этапов конкурса.

The subject of the graduate qualification work is «The project of the grant competition organization to support young scientists in the Blue Sky Research format». The given work is devoted to development of the project of the grant competition organization in the Blue Sky Research format for support and funding of high-risk researches by young scientists. The research set the following goals: The analysis of the features of the Blue Sky Research format was conducted; The analysis of the process of the competition conducting has been performed; The IDEF0 and BPMN diagrams of the competition process were built; The results of stages 1 and 2 of the competition were obtained; The project team has been identified and the implementation schedule has been drawn up; Financial and economic analysis of the project and risk analysis were carried out. The work was carried out on the basis of the Foundation for the Support of Innovation and Youth Initiatives of St. Petersburg, which initiated the grant competition. As a result of the work the process of organizing a grant competition in the Blue Sky Research format for support and funding of high-risk researches of young scientists was described. IDEF0 and BPMN diagrams of the process of the competition were built in Ramus Educational and BizAgi Process Modeler software products. The results were obtained and the winners of stages 1 and 2 of the competition were identified.
