Цель работы – разработка проекта внедрения информационной системы в государственной инспекционной организации, являющейся органом исполнительной власти. Задачи работы:-   проведение анализа деятельности организации;-   формирование текущей и целевой ИТ–архитектуры;-   формирование требований к информационному решению;-   разработка плана и оценка эффективности проекта внедрения. Работа выполнена на базе материалов из открытых источников деятельности Федеральной службы по экологическому, технологическому и атомному надзору. Методы: сбор и обработка данных, анализ данных, сравнительный анализ, мультикритериальный взвешенный анализ, моделирование бизнес–процессов, моделирование ИТ–архитектуры, построение календарного плана, методы оценки эффективности проектов. Основные результаты работы:-   проведен анализ деятельности организации, смоделирована текущая и целевая ИТ–архитектура организации;-   определены проблемы и сформированы требования к информационному решению;-   сформирован план управления проектом внедрения;-   оценена эффективность проекта внедрения. Практическая значимость работы определяется в улучшении текущей ИТ–архитектуры органа исполнительной власти за счет внедрения решения, осуществляющего информационную поддержку для обеспечения техногенной безопасности на всей территории государства и качественной реализации функций службы. Выводы. Задачи ВКР решены, цель достигнута, определена область применения результатов – разработка плана проекта внедрения информационного решения для инспекционной организации.

The purpose of the work – development of a project for the implementation of an information system in a state inspection organization, which is executive authority. Tasks of work:-   analysis of the functioning of the organization;-   formation of the current and the target IT–architecture;-   formation of requirements for information solution;-   development of the plan and assessment of the effectiveness of the implementation project. Work is performed on the basis of materials from open sources of the functioning of the Federal Service for Environmental, Technological and Nuclear Supervision. Methods: data collection and processing, data analysis, comparative analysis, multicriteria weighted analysis, business process modeling, IT–architecture modeling, scheduling, methods for evaluating the effectiveness of projects. The main results of the work:-   the analysis of the functioning of the organization is completed, the current and the target IT–architecture of the organization is modeled;-   problems are identified and the requirements for the information solution are formed;-   the implementation project management plan is formed;-   Evaluation of the effectiveness of the implementation project is determined.The practical significance of the work is determined in improving the current IT–architecture of the executive authority through the implementation of a solution that provides information support to ensure industrial safety throughout the state and the high–quality implementation of service functions.Conclusions. The tasks of the thesis have been solved, the goal has been achieved, the scope of the results has been determined – development of a project plan for the implementation of an information solution for an inspection organization.
