Данная работа посвящена анализу деятельности органов государственной и муниципальной власти в области обучения населения оказанию первой помощи, а также выявлению в ней проблем и разработке мероприятий для регулирования системы. Предметом исследования является государственное и муниципальное регулирование системы обучения населения оказанию первой помощи. Задачи, которые решались в ходе работы: 1. Рассмотрение теоретических основ предметной области. 2. Анализ деятельности органов власти в предметной области. 3. Рассмотрение мероприятий по совершенствованию регулирования системы в предметной области. В ходе написания выпускной квалификационной работы были проанализированы нормативно-правовые акты, регулирующие систему обучения населения оказанию первой помощи, и было проведено три исследования в форме опроса населения, позволившие выявить проблемы сложившейся системы обучения населения оказанию первой помощи на территории страны. Результатом работы стал подготовленный комплекс мер для совершенствования регулирования органами государственной и муниципальной власти системы обучения населения оказанию первой помощи, включающий, в частности, план внедрения новых механизмов для обучения населения. Реализация предлагаемых мер приведет к снижению смертности и уровня травматизма, инвалидизации во время и после чрезвычайных ситуаций, путём обучения населения оказанию первой помощи.

This work is devoted to the analysis of the activities of state and municipal authorities in the field of training the population in first aid, as well as identifying problems in it and developing measures to regulate the system. The subject of the study is the state and municipal regulation of the system of teaching the population in first aid. Tasks that were solved during the work: 1. Consideration of the theoretical foundations of the subject area. 2. Analysis of the activities of authorities in the subject area. 3. Consideration of measures to improve the regulation of the sys-tem in the subject area. In the course of writing the final qualification work, the legal acts regulating the system of teaching the population in first aid were analyzed, and three studies were conducted in the form of a survey of the population, which made it possible to identify the problems of the existing system of teaching the population in first aid in the country. The result of the work was a prepared set of measures to improve the regulation by state and municipal authorities of the system of training the population in providing first aid, including, in particular, a plan for in-troducing new mechanisms for training the population. The implementation of the proposed measures will lead to a de-crease in mortality and the level of injuries, disability during and after emergency situations, by teaching the population to provide first aid.
