Тема выпускной квалификационной работы: «Сравнительный анализ организации гражданской защиты в Российской Федерации и странах Европейского союза». Данная работа посвящена сравнению Российской и Европейской систем гражданской защиты и разработке рекомендаций по потенциальному заимствованию положительного опыта стран Европы. В ходе исследования решались следующие задачи: Сбор и анализ аналитических данных в ходе рассмотрения отечественной и зарубежной системы гражданской защиты. Исследование методики обеспечения гражданской защиты в Российской Федерации и в Европейском союзе. Определение недостатков Российской системы гражданской защиты и Европейской. Разработка рекомендаций по внедрению положительного зарубежного опыта. Работа проводилась на основании действующего законодательства Российской Федерации и Европейского союза (ЕС). Также были рассмотрены некоторые нормативы стран-участниц ЕС. Был проведен анализ статистических данных, связанный с обеспечением гражданской защиты в России и Европе, а также проанализированы материалы публикаций. Анализ проводился методом изучения документации доступной в сети интернет с выделением необходимых данных. В результате было проведено сравнение двух систем гражданской защиты. Полученные расчеты показали необходимость доработки отечественной системы гражданской защиты и важность умения адаптировать зарубежный опыт для достижения лучших результатов. Исследован Европейский механизм гражданской защиты и работа гуманитарных организаций. Разработаны рекомендации для потенциального заимствования положительного опыта стран Европейского союза.

The theme of the final qualification work: "Comparative analysis of the organization of civil protection in the Russian Federation and the countries of the European Union". This work is devoted to comparing the Russian and European systems of civil protection and developing recommendations for the potential borrowing of the positive experience of Western countries. The work was carried out on the basis of the current legislation of the Russian Federation and the European Union as a whole, and the participating countries separately. An analysis of statistical data related to the provision of civil protection in Russia and Europe was carried out. The analysis was carried out by studying the documentation available on the Internet with the allocation of the necessary data. As a result, a comparison was made between the two systems of civil protection. The calculations obtained showed the need to refine the domestic system of civil protection and the importance of the ability to adapt foreign experience to achieve better results. The European mechanism of civil protection and the work of humanitarian organizations have been studied. Recommendations have been developed for potential borrowing of the positive experience of the countries of the European Union.
