Данная работа посвящена изучению вопросов, связанных со становлением и развитием доктрины «просвещенного» абсолютизма и государственно-правовым реформам Екатерины II. Был проведен сравнительный анализ с другими европейскими монархами эпохи просвещения, рассмотрено становление и развитие концепции доктрины просвещенного абсолютизма в Российской империи, дана характеристика основным государственно-правовых реформам, проводимые Екатериной II. Задачи, которые решались в ходе исследования: изучить политико-правовых учений «просвещенного» абсолютизма в странах Европы и Российской империи; дать обоснование доктрине просвещенной монархии в «Наказе» Екатерины II; исследовать государственно-правовые реформы в сферах: центрального и местного управления, судоустройства и судопроизводства, полицейского управления и полицейского права; рассмотреть социально-правовые реформы Екатерины II. Исследование Доктрины «просвещенного» абсолютизма и государственно-правовых реформ Екатерины II позволяет понять значительное влияние, которое они оказали на социально-политическую ситуацию того времени, особенно в отношении развития прав человека, просвещения и модернизации государств.

This work is devoted to the study of issues related to the formation and development of the doctrine of enlightened absolutism and the state-legal reforms of Catherine II. A comparative analysis was carried out with other European monarchs of the Enlightenment era, the formation and development of the concept of the doctrine of enlightened absolutism in the Russian Empire was considered, the characteristics of the main state and legal reforms carried out by Catherine II were given. The tasks that were solved in the course of the study: To study the political and legal teachings of «enlightened» absolutism in the countries of Europe and the Russian Empire; to substantiate the doctrine of the enlightened monarchy in the "Mandate" of Catherine II; To investigate state and legal reforms in the areas of central and local government, judicial system and judicial proceedings, police management and police law; To consider the socio-legal reforms of Catherine II. The study of the Doctrine of «enlightened» absolutism and the state-legal reforms of Catherine II makes it possible to understand the significant impact they had on the socio-political situation of that time, especially about the development of human rights, education, and modernization of the state.
