Сегодня строительная отрасль считается одной из самых опасных от-раслей, и охрана труда в ней часто ограничивается подготовкой системы с необходимыми документами, и до реального производства это еще не до-шло. В результате происходят несчастные случаи и профессиональные забо-левания, основными причинами которых являются нарушения сотрудниками условий охраны труда на рабочих местах, отсутствие надзора и контроля со стороны специалистов и руководителей структурных подразделений, а также отсутствие действующих систем управления безопасностью труда в этой об-ласти. Особенно сильно страдают от отсутствия проработанной системы управления охраной труда малые и средние предприятия в сфере строитель-ства. Крупные строительные компании с такими проблемами не сталкивают-ся. У них есть интегрированный отдел охраны труда, в котором каждый спе-циалист придерживается своего собственного плана действий по охране тру-да. В настоящее время основным вопросом охраны труда в строительном секторе и многих других отраслях считается "анализ ситуации и охраны труда в случае несчастных случаев и профессиональных заболеваний". Для того, чтобы такой анализ был априорной и позволяло принимать меры в от-вет на заблаговременное снижение высоких рисков, системный аспект необ-ходим для решения всего перечня проблем в области охраны труда, которые будут выявлены при формировании усовершенствованной концепции управ-ления службой охраны труда. Цель данного исследования - оценить существующую концепцию управления охраной труда в небольшой строительной компании, такой как эта компания, изучить концепцию совершенствования управления охраной труда в этой компании и предложить улучшение ситуации с охраной труда с целью снижения несчастных случаев и профессиональные заболевания. Усо-вершенствованная концепция управления безопасностью должна быть уни-версальной и адаптироваться абсолютно ко всем малым предприятиям. Для достижения поставленной цели необходимо решить ряд задач, объединенных по следующим основным направлениям исследований: 1. Анализ существующей системы управления охраной труда на малых предприятиях строительной отрасли. 2. Исследование нормативной базы, на которой строится система управления охраной труда, и анализ нормативных документов. 3. Описание процесса автоматизации работы по управлению охраной труда. 4. Совершенствование системы управления охраной труда на малых предприятиях строительной отрасли. 5. Выработка и внедрение рекомендаций по улучшению условий и охраны труда. Научная новизна заключается в исследовании единого механизма раз-решения сомнений в области охраны труда на малых предприятиях в сфере строительства и на основе стандартных документов, доступных в соответ-ствии с этим направлением, формировании усовершенствованной концепции управления службами охраны труда, которая выражается во внедрении кон-цепции в деятельность предприятия. Практическая значимость определяется изучением фактических описа-ний по совершенствованию существующих концепций управления службами защиты занятости в строительных компаниях или формированием новых и актуальных концепций, которые могут быть использованы не только в ком-пании, в которой проводилось академическое исследование, но и в других аналогичных строительных организациях.

At present, the main issue of occupational safety in the construction sector and many other industries is considered an "a priori survey of the situation and occupational safety in case of accidents and diseases of quality in the past. In or-der for such a survey to be transcendent and to be able to take action in response to the advance reduction of high risks, a systemic aspect is necessary to solve the whole list of problems in the field of labor protection, which will be identified in the formation of an improved concept of labor protection service management. The purpose of this study is to evaluate the existing concept of health and safety management in a small construction company, such as this company, to study the concept of improving health and safety management in this company and to propose improvements in health and safety in order to reduce accidents, including injuries, deaths and occupational diseases. The improved safety man-agement concept should be universal and adaptable to absolutely all small busi-nesses. In order to achieve this goal, it is necessary to solve a number of tasks, grouped according to the following main areas of research: The analysis of the existing safety management system at the small enter-prises of the construction industry. Research of normative base, which the labor protection management sys-tem is based on, and analysis of normative documents. 3. Description of the process of automation of the workplace safety manage-ment system. 4. Improvement of labor protection management system at small enterpris-es of the construction industry. 5. Development and implementation of recommendations to improve working conditions and labor protection. The scientific novelty consists of the study of the unified mechanism of the labor protection service management on the small enterprises in the building sphere and on the basis of the standard documents available in accordance with this direction, the formation of the improved concept of the labor protection ser-vices management, which is expressed in the introduction of the concept to the activity of the enterprise. Practical importance is determined by the study of actual descriptions of the improvement of existing concepts of management of labor protection services in construction companies or the formation of new and relevant concepts that can be used not only in the company, in which the academic study was conducted, but also in other similar construction organizations.
