Тема выпускной квалификационной работы: «Эффективность участия государства в инвестиционно-строительных проектах». Данная работа посвящена роли государства в инвестиционно-строительных проектах и исследованию эффективности государственного участия. Основным вопросом выступает необходимость дальнейших исследований в области оценки эффективности государственного участия, разработке методологий сравнения стратегий и изучении взаимодействия между государством, частным сектором и другими заинтересованными сторонами. Целью данного исследования является нахождение оптимальной формы участия государства в ИСП и подбор механизма, позволяющего успешно реализовать проект в рамках комплексного развития территорий. Для достижения данной цели планируется разработка концепции реализации проекта и расчет финансовой модели. Объектом исследования является АО «Международный аэропорт Краснодар», а предметом – концепция реализации инвестиционно-строительного проекта. Задачи, которые были поставлены в данной работе: 1. Анализ опыта государственного участия в ИСП. 2. Определение оптимальной роли в модели. 3. Анализ ограничений, рынка и разработка концепции. 4. Расчет финансовой модели для достижения эффективных показателей. 5. Апробация на примере реализованного проекта. 6. Разработка рекомендаций и руководств по реализации инвестиционно-строительных проектов с участием государства. Ожидаемая практическая значимость исходит в том, что результаты исследования будут служить основой для формулирования рекомендаций по применяемым инструментам государства в инвестиционно-строительных проектах с учетом экономических факторов. В ходе исследования были получены следующие результаты: 1. Выявлено, что государственно-частное партнерство является эффективным инструментом для реализации инвестиционно-строительных проектов, поскольку позволяет соединить ресурсы и экспертизу государства и частного сек-тора для достижения общих целей развития. 2. Выявлено, что использования концессионных моделей позволяют снизить финансовые риски и обеспечить более эффективное управление проектами. 3. Создан подход, который включает в себя консультации, взаимодействия с правообладателями земельных участков, будущих девелоперов и государственных органов. Предлагаемый метод стратегического консалтинга, выполняемый государственными органами, перед запуском аукциона на реализацию в рамках комплексного развития территорий поможет эффективно реализовать инвестиционно-строительный проект. 4. Доказано, что примененный метод разработки самостоятельной концепции проекта или стратегического консалтинга до конкурса в рамках комплексного развития территорий эффективен в проектах: приаэропортовой территории международного аэропорта Краснодар и проекта по строительству жилья класса комфорт в Московской области.

The topic of the graduate qualification work is “Effectiveness of government participation in an investment and construction project”. The current work is focuses on the role of the state in investment and construc-tion projects, as well as the evaluation of the effectiveness of state participation. The main issue is the need for further research in assessing the effectiveness of state par-ticipation, developing methodologies for comparing strategies, and studying the inter-action between the government, private sector, and other stakeholders The aim of this research is to find the optimal form of government participa-tion in the investment and construction project and to select a mechanism that will al-low the project to be successfully implemented within the framework of integrated territorial development. In order to achieve this goal, it is planned to develop a project implementation concept and calculate a financial model. The object of this research is Krasnodar International Airport JSC, and the subject is the concept of realization of the investment and construction project. The subject of this research is concept of investment and construction project realization. The tasks that were set in this work: 1. Analyze the experience of state participation in investment and construction projects. 2. Determining the optimal role in the model. 3. Analyzing constraints, market and conceptualization. 4. Calculation of the financial model to achieve effective performance. 5. Approbation on the example of the realized project. 6. Development of recommendations and guidelines for the implementation of investment and construction projects with government participation. The practical significance of the work is that the results of the study will serve as a basis for the formulation of recommendations on the applied instruments of the state in investment and construction projects, taking into account economic fac-tors. The following results were obtained in the course of the research: 1. It is revealed that public-private partnership is an effective tool for the reali-zation of investment and construction projects, as it allows combining the resources and expertise of the state and the private sector to achieve common development goals. 2. It is revealed that the use of concession models allows to reduce financial risks and provide more effective project management. 3. Created an approach that includes consultations, interactions with land rights holders, future developers and government agencies. The proposed method of strate-gic consulting, performed by state bodies, before the launch of the auction for imple-mentation within the framework of integrated development of territories will help to effectively implement the investment and construction project. 4. It is proved that the applied method of development of an independent pro-ject concept or strategic consulting before the tender within the framework of inte-grated territorial development is effective in the projects: the airport territory of the international airport Krasnodar and the project for the construction of comfort class housing in the Moscow region.
