Целью работы является разработка организационно-экономического механизма взаимодействия ресурсоснабжающих организаций и органов государственного управления в сфере ЖКХ и дорожной карты цифровой трансформации бизнес-процессов органов госуправления в сфере ЖКХ. Задачи, которые решались в ходе исследования: - определить особенности и перспективы развития отрасли ЖКХ; - выделить тенденции развития цифровых технологий; - выявить влияние использования цифровых технологий на развитие ЖКХ; - разработать организационно-экономический механизм взаимодействия РСО и органов государственного управления в сфере ЖКХ; - изучить основные направления деятельности и выявить особенности бизнес-процессов комитета по ЖКХ Ленинградской области; - разработать проект дорожной карты цифровой трансформации бизнес-процессов органов государственного управления в сфере ЖКХ; - оценить экономическую эффективность проведения цифровой трансформации бизнес-процессов. Актуальность темы обусловлена необходимостью применения цифровых технологий, позволяющих повысить эффективность процессов управления в осуществляющих взаимодействие с ресурсоснабжающими организациями органах государственной власти. Источниками информации выступили законодательные, методические, инструктивные материалы по теме, материалы производственной практики, монографии, учебники, справочники по теме, статьи и другие периодические издания, материалы официальных Интернет-ресурсов. Анализ и обработка данных, оценка экономической эффективности проекта проводилась с помощью пакета MS Office (Excel). Разработаны организационно-экономический механизм и дорожная карта цифровой трансформации бизнес-процессов, которые могут быть применены с учетом отраслевых особенностей.

The given work is devoted to developing an organizational and economic mechanism for interaction between resource-supplying organizations and government authority in the housing and utilities sector and a roadmap for the digital transformation of business processes of public administration in the housing and utilities sector. The research set the following goals: - to determine the features and the prospects for the development of the industry; - highlight trends in the development of digital technologies; - to identify the impact of the use of digital technologies on the development of housing and communal services; - to develop an organizational and economic mechanism for interaction between the resource-supplying organizations and government authority in the field of housing and communal services; - study the main areas of activity and identify the features of the business processes of the Committee for Housing and communal services of the Leningrad Region; - develop a draft roadmap for the digital transformation of business processes; - assess the economic efficiency of digital transformation of business processes. The relevance of the topic is due to the need to use digital technologies to increase the efficiency of management processes in public authorities interacting with resource-supplying organizations. The sources of information were legislative, methodological, instructive materials on the topic, materials of industrial practice, monographs, textbooks, reference books on the topic, articles and other periodicals, materials of official Internet resources. The analysis and processing of data, the assessment of the economic efficiency of the project was carried out using the MS Office (Excel) package. An organizational and economic mechanism and a roadmap for the digital transformation of business processes have been developed, which can be applied considering industry specifics.
