Тема выпускной квалификационной работы: «Разработка мероприятий по повышению эффективности осуществления государственных закупок в сфере сноса самовольных построек в Санкт-Петербурге». Целью исследования является разработка предложений, направленных на совершенствование организации государственных закупок в сфере самовольного строительства в городе Санкт-Петербурге. В ходе работы были решены следующие задачи. 1. Проведен анализ законодательной базы организации работ по сносу самовольных построек. 2. Исследованы способы осуществления госзакупок в сфере самовольных построек в иных регионах. 3. Изучена схема организации государственных закупок в сфере сноса самовольных построек в Санкт-Петербурге. 4. Выявлены проблемы действующей схемы организации госзакупок в сфере сноса самовольных построек. 5. Разработаны и обоснованы мероприятия, внедрение которых повысит эффективность осуществления госзакупок в сфере сноса самовольных построек. В ходе работы была изучена законодательная база системы организации госзакупок, проанализированы позиции надзорных органов, был рассмотрен практический опыт других регионов. По итогам анализа был предложен альтернативный механизм организации госзакупок в сфере сноса самовольных построек, а также обоснована возможность его применения. Источниками информации выступили данные отечественной научно-исследовательской литературы, официальных Интернет-ресурсов, нормативно-правовые акты РФ и её субъектов, а также постановления регулирующего органа. Расчет экономической эффективности проводился с помощью пакета MS Office (Excel).

The purpose of the study is to develop proposals aimed at improving the organization of public procurement in the field of unauthorized buildings in the city of St. Petersburg. During the work, the following tasks were solved. 1. The analysis of the regulatory framework for the organization of work on the demolition of unauthorized buildings has been carried out. 2. The methods of public procurement in the field of unauthorized buildings in other regions are investigated. 3. The scheme of organization of public procurement in the field of demolition of unauthorized buildings in St. Petersburg has been studied. 4. The key problems of the current scheme of organization of public procurement in the field of demolition of unauthorized buildings in St. Petersburg are identified. 5. Measures have been developed and justified, the implementation of which will increase the efficiency of public procurement in the field of demolition of unauthorized buildings. In the course of the work, the legislative framework of the public procurement organization system was studied, the positions of supervisory authorities were analyzed, and the practical experience of other regions was considered. Based on the results of the analysis, an alternative mechanism for organizing public procurement in the field of demolition of unauthorized buildings was proposed, and the possibility of its application was justified. The sources of information were data from domestic scientific research literature, official Internet resources, regulatory legal acts of the Russian Federation and its subjects, as well as resolutions of the regulator. The calculation of economic efficiency was carried out using the MS Office (Excel) package.
