Целью исследования является повышение эффективности деятельности муниципального предприятия за счет внедрения СЭД. Исследование выполнялось на базе МУП «ВОДОКАНАЛ» Екатеринбург. Предмет исследования: управленческие решения, возникающие при интеграции цифрового продукта в муниципальное предприятие. Методы исследования: сравнительный метод иерархий, сравнительный анализ, затратный подход, прогнозирование, методы управления проектами, сбор и обработка данных и т. п. Основные результаты исследования: – выявлены основные проблемы предприятия МУП «ВОДОКАНАЛ» Екатеринбург и предложены методы их решения; – разработан план внедрения IT-проекта; – рассчитана экономическая эффективность внедрения проекта; – разработан алгоритм оценки эффективности внедрения ЭДО на базе DLT. Область применения результатов ВКР применение результатов работы на предприятии МУП «ВОДОКАНАЛ» Екатеринбург, в других муниципальных учреждениях. Научной новизной исследования является предоставленный алгоритм оценки необходимости внедрения DLT, список требований к созданию и интеграцию СЭД, уточнено определение электронного документооборота, проанализирована юридическая необходимость внедрения ЭДО. При работе над ВКР использованы цифровые технологии компьютерные технологии, интернет, специализированное ПО. Выводы: задачи ВКР решены, цель достигнута, определена область применения результатов. Полученные результаты обладают признаками научной новизны. Обоснованы перспективы и направления дальнейшего исследования.

The aim of the study to increase the efficiency of a municipal enterprise through the introduction of EDMS. The study was carried out on the basis of MUP "VODOKANAL". Research subject: management decisions arising from the integration of a digital product at the municipal enterprise. Research methods: General scientific research methods were applied: content and comparative analysis, method of analogies, as well as classification, forecasting, project management methods, flexible methodologies, data collection and processing, etc. The main results of the study: – the main problems of the enterprise MUP "VODOKANAL" were identified, and the methods of their solution were proposed; – project implementation plan was developed; – economic efficiency of the project implementation was calculated; – an algorithm for determining the effectiveness of DLT-based EDI implementation has been developed. Application field: is application of the results of the work at the enterprise MUP "VODOKANAL", in other municipal institutions of vodokanals of Russia. The scientific novelty of the study is the developed algorithm for assessing the necessity of DLT implementation at the enterprise, the list of requirements for the creation and integration of EDMS is defined, the definition of electronic document flow is clarified, the analysis of the legal necessity of EDMS integration in a municipal enterprise is provided. Information technologies computer technology, internet, specialized software were used while working on the graduate qualification work. Conclusions: the tasks of the thesis are solved, the goal is achieved, and the scope of application of the results is determined. The results obtained show signs of scientific novelty. The directions of further research are defined.
