Цель работы заключается в определении экономической и энергетической эффективности реализации инвестиционного проекта строительства мусоросжигательного завода, предназначенного для утилизации ТКО с одновременной выработкой энергии, а также в анализе его значимости для ПАО «ТГК-1» и региона в целом. Задачи исследования: 1. Изучение нормативно-правовой базы к утилизации отходов. 2. Анализ существующей инфраструктуры обращения с отходами в регионе. 3. Расчёт технико-экономических показателей проекта строительства мусоросжигательного завода. 4. Проведение оценки инвестиционной привлекательности проекта с учетом различных сценариев рисков. 5. Сравнительный анализ с действующими МСЗ в России. 6. Обоснование экологической и социальной значимости проекта. Работа выполнена на базе одной из ТЭЦ ПАО «ТГК-1». Методы исследования: расчёт эконмических показателей эффективности: NPV, IRR, PI, DPP, анализ сценариев чувствительности, SWOT и PEST-анализ, сравнительный отраслевой анализ, моделирование. Результатом ВКР стало обоснование рентабельности инвестиционного проекта даже с учетом неблагоприятных условий. Практическая значимость работы заключается в разработке жизнеспособной экономической модели, демонстрирующей, что при грамотной технологической и логистической интеграции МСЗ может быть прибыльным предприятием, в отличие от устаревших действующих аналогов. Вывод: Задачи работы выполнены, цель достигнута. Проект продемонстрировал высокую экономическую устойчивость.

The purpose of the work is to determine the economic and energy efficiency of the investment project for the construction of an incineration plant designed for the utilisation of solid municipal waste with simultaneous generation of heat and electricity, as well as to analyse its significance for TGC-1 and the region as a whole. Objectives of the study: 1. Study of the regulatory to waste utilization. 2. To analyse the existing waste management infrastructure in the region. 3. Calculation of technical and economic indicators of the incinerator construction project. 4. Evaluation of the investment attractiveness of the project taking into account different risk scenarios. 5. Comparative analysis with the operating MSW in Russia. 6. Justification of the environmental and social significance of the project. The work was performed on the basis of one of TGC-1s CHPPs. Research methods: calculation of economic performance indicators: NPV, IRR, PI, DPP, sensitivity scenario analysis, SWOT and PEST analysis, comparative industry analysis, modelling. The result of the project was the justification of the investment project profitability even taking into account unfavourable conditions. A special emphasis is made on the projects difference from the existing MSPs. The practical significance of the work lies in the development of a viable economic model demonstrating that with proper technological and logistical integration, an MSZ can be a profitable enterprise, unlike its outdated existing analogues. Conclusion: The objectives of the work have been fulfilled and the goal has been achieved. The project has demonstrated high economic sustainability and strategic importance for the region, improving the environmental situation and creating new sources of income for the enterprise.
