The given work is devoted to the development of effective mechanisms for involving private actors in financing higher education institutions, with particular attention to regional universities in the Russian Federation. The work highlights modern forms of private investment in education, including endowment funds, alumni involvement, digital fundraising platforms, and models of public-private partnership. The research set the following goals: 1. To analyze the theoretical foundations of education financing, focusing on the roles of the state and private sector in system sustainability. 2. To assess the current structure of higher education financing in Russia, identifying key limitations of budgetary support. 3. To examine mechanisms for attracting extra-budgetary funds. 4. To analyze international practices of education financing, with a focus on private sector involvement and comparisons with the Russian system. 5. To explore the potential and challenges of involving SMEs and alumni in education funding within the Russian context. 6. To develop recommendations for enhancing private investment mechanisms, aiming to stimulate business and alumni engagement in university development. The study was based on a comprehensive review of academic literature, economic policy documents, and empirical data collected during collaboration with regional institutions such as the Novorossiysk branch of PSU and practice-based interviews with the Director of the Department of Economics and Finance at SPbPU, E. B. Vinogradova. The results of the research are applicable to higher education institutions aiming to diversify funding sources and build sustainable financial models. In the course of this research, Microsoft Word and Excel were used for structuring and processing data. Academic and statistical information was obtained from Google Scholar, eLibrary.ru, and CyberLeninka. Official websites of the Ministry of Education of the Russian Federation, OECD, and World Bank provided policy documents and financial data.

Данная работа посвящена разработке эффективных механизмов привлечения частных субъектов к финансированию ВУЗ, с уделением особого внимания рег. университетам в РФ. В работе освещаются формы частных инвестиций в образование, включая эндаумент-фонды, вовлечение выпускников, цифровые платформы для сбора средств и модели ГЧП. Задачи, которые решались в ходе исследования: 1. Проанализировать теоретические основы финансирования образования. 2. Оценить текущую структуру финансирования высшего образования в России, определив ключевые ограничения бюджетной поддержки. 3. Изучить механизмы привлечения внебюджетных средств. 4. Проанализировать международную практику финансирования образования 5. Изучить потенциал и проблемы привлечения малого и среднего бизнеса и выпускников к финансированию образования в российских условиях. 6. Разработать рекомендации по совершенствованию механизмов частного инвестирования, направленные на стимулирование участия бизнеса и выпускников в развитии университетов. Работа проведена на базе анализа научной литературы, документов по экономической политике и эмпирических данных, собранных в ходе сотрудничества с рег. учреждениями, такими как Новороссийский филиал ПГУ, а также на практических интервью с директором департамента экономики и финансов СПбПУ Е. Б. Виноградовой. Результаты исследования применимы к ВУЗам, государственной политике, стремящимся диверсифицировать источники финансирования и построить устойчивые финансовые модели. Академическая и статистическая информация была получена из Google Scholar, eLibrary.ru и т.п. На официальных сайтах Минобра РФ, ОЭСР и Всемирного банка были представлены программные документы и финансовые данные.
