Данная работа посвящена разработке алгоритма и внедрению системы оценки НИОКР в некоммерческой организации. В ходе работы были выявлены проблемы существующей системы оценивания и предложено внедрение автоматизированной системы оценки, позволяющей в более короткие сроки оценить НИОКР для поддержки и дальнейшей передачи инновационного проекта в коммерческий сектор. Задачи, которые решались в ходе исследования: 1. Анализ деятельности организации; 2. Анализ методов и выявление наиболее значимых критериев оценки НИОКР; 3. Разработка и оценка эффективности алгоритма экспресс-оценки НИОКР; 4. Разработка проекта внедрения системы оценки НИОКР. В результате были разработаны алгоритм экспресс-оценки НИОКР и проект внедрения новой системы оценки в рамках некоммерческой организации.

The given work is devoted to the development of an algorithm and the implementation of an R&D evaluation system in a non-profit organization. During the work, problems with the existing evaluation system were identified, and the introduction of an automated evaluation system was proposed, allowing for a quicker assessment of R&D to support and further transfer the innovative project to the commercial sector. The research set the following goals: 1. Analysis of the organizations activities; 2. Analysis of methods and identification of the most significant criteria for R&D evaluation; 3. Development and assessment of the effectiveness of the express R&D evaluation algorithm; 4. Development of a project for implementing the R&D evaluation system. The study resulted into development of an express R&D evaluation algorithm and a project for implementing a new evaluation system within the non-profit organization.
