Данная работа посвящена изучению вопросов, связанных с теоретическими и правовыми основами регулирования инженерно-технических экспертиз, анализу нормативной базы, регулирующей порядок организации и проведения таких экспертиз, а также выявлению проблем правоприменительной практики в данной сфере и путей их решения. Задачи, которые решались в ходе исследования: 1. Рассмотреть правовую природу и понятие инженерно-технической экспертизы; 2. Исследовать нормативно-правовую базу, регулирующую назначение и проведение инженерно-технических экспертиз; 3. Определить субъектов, участвующих в инженерно-технических экспертизах; 4. Выявить проблемы и недостатки в правовом регулировании данного вида экспертиз; 5. Предложить возможные пути совершенствования законодательства в данной сфере. В результате были разработаны предложения по оптимизации правового регулирования инженерно-технических экспертиз, включая меры по устранению пробелов в законодательстве, обеспечению единообразия экспертной практики.

This work is dedicated to the study of issues related to the theoretical and legal foundations for regulating engineering and technical examinations, the analysis of the regulatory framework governing the procedure for organizing and conducting such examinations, as well as identifying problems of law enforcement practice in this area and ways to solve them. Objectives to be solved in the course of the study: 1) to consider the legal nature and concept of engineering and technical examination; 2) to study the regulatory framework governing the appointment and conduct of engineering and technical examinations; 3) to identify the entities involved in engineering and technical expertise; 4) to identify problems and shortcomings in the legal regulation of this type of expertise; 5) to suggest possible ways to improve legislation in this area. As a result, proposals were developed to optimize the legal regulation of engineering and technical expertise, including measures to eliminate gaps in legislation and ensure uniformity of expert practice.
