Целью исследования является комплексная оценка эффективности политики импортозамещения нефтегазового сектора России в условиях внешнеэкономических ограничений. Объектом исследования является политика импортозамещения в нефтегазовом секторе Российской Федерации. Предметом исследования являются механизмы, инструменты и результаты реализации политики импортозамещения в нефтегазовой отрасли России. Методы исследования: экономико-статистический анализ, сравнительный и структурный анализ, сценарное моделирование, контент-анализ нормативно-правовых документов, SWOT-анализ, расчётно-аналитические методы. Основные результаты исследования: выявлены ключевые барьеры импортозамещения в нефтегазовом секторе, оценена эффективность действующих механизмов поддержки, разработана интегральная модель оценки и предложены меры, направленные на повышение уровня локализации, снижение импортозависимости и прирост экономических эффектов для отрасли. Область применения результатов ВКР включает разработку и корректировку государственной и отраслевой политики импортозамещения, применение в деятельности аналитических подразделений нефтегазовых компаний, а также использование в научно-исследовательских целях. Научная новизна исследования заключается в разработке интегральной модели оценки эффективности импортозамещения с учётом специфики нефтегазовой отрасли. В работе использовались инструменты Microsoft Office (Word, Excel, Point). Выводы. Задачи ВКР решены, цель достигнута, определена область применения результатов. Полученные результаты обладают признаками научной новизны. Обоснованы перспективы и направления дальнейшего исследования.

The aim of the study is a comprehensive assessment of the effectiveness of the import substitution policy of the Russian oil and gas sector in the context of foreign economic restrictions. The object of the study is the import substitution policy in the oil and gas sector of the Russian Federation. The subject of the research is the mechanisms, instruments and results of the implementation of import substitution policy in the oil and gas industry of Russia. Research methods: economic and statistical analysis, comparative and structural analysis, scenario modeling, content analysis of regulatory documents, SWOT analysis, calculation and analytical methods. The main results of the study: key barriers to import substitution in the oil and gas sector were identified, the effectiveness of existing support mechanisms was assessed, an integrated assessment model was developed, and measures were proposed aimed at increasing the level of localization, reducing import dependence, and increasing economic effects for the industry. The scope of application of the results of the final qualifying work includes the development and adjustment of state and industry import substitution policies, application in the activities of analytical departments of oil and gas companies, as well as use for scientific research purposes. The scientific novelty of the study lies in the development of an integrated model for assessing the effectiveness of import substitution, taking into account the specifics of the oil and gas industry. The work used Microsoft Office tools (Word, Excel, Point). Conclusions. The tasks of the final qualifying work have been solved, the goal has been achieved, the area of application of the results has been determined. The obtained results have signs of scientific novelty. The prospects and directions of further research have been substantiated.
