Данная работа посвящена изучению основных акторов внешней культурной политики Испании, их значению в системе международных связей. Задачи, которые решались в ходе исследования: 1. Выявление предпосылок и факторов формирования современной внешней культурной политики Испании; 2. Изучение нормативно-правовой базы и институциональной основы реализации внешней культурной политики Испании; 3. Изучение истории создания ключевых организаций, продвигающих испанский язык и культуру; 4. Анализ особенностей деятельности основных институтов внешней культурной политики Испании; 5. Определение перспектив и вызовов деятельности институтов внешней культурной политики Испании. В работе применялись историко-описательный метод, анализ документов, сравнение, синтез и системный подход. В результате было установлено, что при развитой институциональной системе в испанском законодательстве отсутствует единая стратегия внешней культурной политики. Была выявлена специализация ключевых организаций: Институт Сервантеса (продвижение испанского языка и культуры), AC/E (международные выставки, поддержка деятелей культуры), AECID (культура и устойчивое развитие), Фонд Каролина (сотрудничество в образовательной сфере с Латинской Америкой). Определены направления их развития: цифровизация, расширение географических приоритетов (страны Африки и Азии), совершенствование координации между институтами.

The subject of the graduate qualification work: “Institutions of Spains foreign cultural policy in the system of international relations”. This work is devoted to the study of the main actors of the foreign cultural policy of Spain, their importance in the system of international relations. The research addressed the following objectives: 1. Identification of prerequisites and factors of formation of modern foreign cultural policy of Spain; 2. Examination of the regulatory framework and institutional basis for the implementation of Spain’s foreign cultural policy; 3. Study of the history of the creation of key organizations promoting the Spanish language and culture; 4. Analysis of the characteristics of activities of the main institutions of foreign cultural policy in Spain; 5. Determination of the prospects and challenges of the activities of the institutions of Spain’s foreign cultural policy. The study employed the historical-descriptive method, document analysis, comparison, synthesis, and a systems approach. As a result, it was found that despite the existence of a developed institutional system, Spanish legislation lacks a unified strategy for foreign cultural policy. The specialization of key organizations was identified: the Cervantes Institute (promotion of the Spanish language and culture), AC/E (international exhibitions, support for cultural figures), AECID (culture and sustainable development), the Carolina Foundation (cooperation in the educational field with Latin America). The directions of the institutions development have been identified: digitalization, expansion of geographical priorities (African and Asian countries), improved coordination between institutions.
